Project Main Content: Based on the Beijing Municipal Finance Bureau's "Notice on Early Allocation of 2025 Centrally Allocated Lottery Public Funds to Support Social Welfare Programs to Each District" (Jing Cai She Zhi [2024] No. 2079), a special budget of 1.14 million yuan was allocated to our unit in 2025 for configuring facilities and equipment for mental health welfare institutions, primarily to support their construction.

Performance Goals and Completion Status: The project supported one mental health social welfare institution in improving its facilities and equipment, configuring 438 units/sets of equipment including lighting control and power supply upgrades, and renovating facilities such as basement canopies and signage covering a total area of 3,138.7 square meters. The acceptance pass rate for configured facilities and equipment was 100%. This significantly enhanced the quality and level of basic facility and equipment configuration at the district-level mental health welfare institution in Xicheng District, fully demonstrating the government's emphasis on improving people's livelihoods and social welfare, improving the level and conditions of custodial care services for those covered by civil affairs safety-net guarantees, and providing favorable support for advancing the construction of disability welfare facilities in Xicheng's core area.

Project Main Content: In accordance with the Beijing Municipal Civil Affairs Bureau's notice requirements for implementing the "Welfare Lottery Dreams Realized - Orphan Education Assistance Project," the project ensures orphans complete their education through financial disbursements.

Project Implementation Status: Funds for the Xicheng District "Welfare Lottery Dreams Realized - Orphan Education Assistance Project" were directly allocated by the district finance department to Zhanlanlu Sub-district, Chunshu Sub-district, and Baizhifang Sub-district. The relevant sub-districts carried out the distribution of orphan education assistance funds. The District Civil Affairs Bureau, as the competent business department, provided guidance and supervision over fund usage. In 2025, Xicheng District received a total of 12,500 yuan in central welfare lottery public funds for child welfare, used to support the district's "Welfare Lottery Dreams Realized - Orphan Education Assistance Project." As of December 31, 2025, 12,500 yuan from the 2025 central welfare lottery public funds was disbursed as education grants to orphans in the district who met the assistance criteria. The budget execution rate was 100%.
Project Performance Goal Completion Status: Orphan education grants were disbursed in full across four quarterly installments. According to surveys, satisfaction among the 3 orphans who received project assistance was 100%.
B. Special Central Lottery Public Funds Supporting the Home and Community Basic Elderly Care Service Enhancement Initiative Project Funds
1. Xicheng District Civil Affairs Bureau Elderly Care Meal Assistance Site Equipment Purchase Project
Project Main Content: Purchasing related facilities and equipment for elderly care meal assistance sites in Xicheng District, supporting no fewer than 110 such sites within the jurisdiction to procure necessary equipment.

Project Implementation Status: In 2025, an initial payment of 371,375 yuan was made for the purchase of meal assistance site equipment.
Performance Goals and Completion Status: Equipment was added or updated at 112 elderly care meal assistance sites. An initial payment of 371,375 yuan has been made, with remaining funds to be paid according to contract milestones, expected to be fully paid by June 2026. By supporting meal assistance sites in adding or updating equipment, the coverage and convenience of meal assistance services have been improved; the capacity and quality of home and community basic elderly care services have been effectively enhanced.
II. Beijing Municipal Locally Retained Welfare Lottery Public Funds: 139.2289 Million Yuan
A. Support for the Elderly
1. Xicheng District Civil Affairs Bureau Elderly Care Service Subsidy and Allowance Project
Project Main Content: In accordance with the "Beijing Municipality Measures for the Management of Elderly Care Service Subsidies and Allowances" (Jing Min Yang Lao Fa [2019] No. 160), elderly care service subsidies and allowances are provided to eligible elderly residents with Beijing household registration. This includes three categories: subsidies for elderly persons in financial difficulty, nursing subsidies for disabled elderly persons, and allowances for the oldest-old. By providing these subsidies and allowances, the project aims to enhance the consumption and payment capacity of elderly individuals and their families facing economic hardship, disability, or advanced age, improve the level of in-home care services for the elderly, promote their access to professional, vocational, and diversified care services, effectively reduce the burden of home-based elderly care, deepen the construction of the district's elderly care service system, and promote the equalization of basic elderly care services.

Project Implementation Status: Fund utilization progress for 2025 reached 100%; the number of subsidy recipients (across six categories) in 2025 was 99,101.
Performance Goals and Completion Status: The subsidy disbursement rate for eligible individuals who voluntarily applied reached 100%; the disbursement rate before the 10th of each month reached 100%; the consumption and payment capacity of elderly individuals and their families facing economic hardship, disability, or advanced age has been improved.
2. Xicheng District Civil Affairs Bureau Elderly Consumption Subsidy Project
Project Main Content: Based on requirements from several documents, including the "General Office of the Ministry of Civil Affairs and General Office of the Ministry of Finance Notice on Comprehensively Launching and Implementing the Project to Provide Elderly Care Service Consumption Subsidies to Moderately and Severely Disabled Elderly Persons" (Min Ban Han [2025] No. 49), matching municipal-level welfare lottery public funds are used to support the district's consumption subsidy project for moderately and severely disabled elderly persons.

Project Implementation Status: According to policy requirements, implementation began in January 2026, and the project is progressing in an orderly manner.

1. Xicheng District Civil Affairs Bureau Higher Education Assistance Project
Project Main Content: Provides higher education freshman enrollment assistance grants to new students from Xicheng District households receiving minimum living security, low-income assistance, or living hardship subsidies for severely disabled persons, who participated in the national college entrance examination in the current year, are within the Beijing municipal higher education enrollment plan, are officially admitted through the Beijing Municipal Education Examinations Authority Higher Education Admissions Office, and are admitted to full-time undergraduate, junior college, or higher vocational education programs in regular institutions of higher learning. The aim is to alleviate the educational burden on children from urban disadvantaged families receiving higher education and ease their practical difficulties in paying tuition fees.

Project Implementation Status: As of December 2025, budget expenditure for higher education assistance grants was 397,200 yuan, achieving a budget execution rate of 93.77%.
Performance Goals and Completion Status: In 2025, higher education freshman enrollment assistance grants were provided to a total of 89 new students from low-income and low-income households in the city who participated in the national college entrance examination in the current year, were within the municipal higher education enrollment plan, and were officially admitted through the Beijing Municipal Education Examinations Authority Higher Education Admissions Office. This alleviated the educational burden on children from urban and rural disadvantaged families receiving higher education and eased their practical difficulties in paying tuition fees. The District Civil Affairs Bureau completed the disbursement of higher education assistance grants before the end of December 2025, with an actual completion rate of 100%.
