The application process for the 2025 Yangzhou AI sector senior professional talent rewards has officially begun. Enterprises that bring in or independently cultivate senior professionals such as AI trainers from outside the city will grant those talents a maximum reward of 20,000 yuan.
On the morning of October 23, the Municipal Industry and Information Technology Bureau held a press conference to present the "Notice on Organizing Applications for the 2025 Yangzhou AI Sector Senior Professional Talent Rewards" (referred to as the "Reward Notice").
In May 2025, the city issued the "10 Measures to Support AI Sector Talent Development in Yangzhou" (referred to as the "10 Measures"), aimed at fully supporting the recruitment, cultivation, and retention of AI talent, building Yangzhou into a hub for AI talent, and accelerating the growth of the city's AI industry.
The "10 Measures" proposed that companies that bring in or independently develop senior professionals such as AI trainers from outside the city will provide those talents with a reward of up to 20,000 yuan. The Municipal Industry and Information Technology Bureau formulated the "Reward Notice" in accordance with the "10 Measures" and is responsible for the application process.
At the press conference, Tang Lan, Deputy Director of the Municipal Industry and Information Technology Bureau, explained the application details of the reward policy across five aspects: target recipients, eligibility criteria, application materials, reward standards, and application procedures.
Target Recipients: Senior professionals in the AI sector who are brought in by enterprises from outside the city or independently cultivated, specifically including three categories: talents who have obtained AI Trainer (Level 1/Level 2) vocational skill level certificates; talents with a deputy senior or higher professional title in the Digital Economy (AI) engineering field; and talents with senior professional technical qualifications such as Systems Analyst, System Architecture Designer, Network Planning Designer, System Planning and Management Engineer, and Information System Project Manager. The current work of these talents must be closely related to the certificates they hold.
Eligibility Criteria: The applicant's employer must be an enterprise operating normally in Yangzhou for more than one year. For applicants who are introduced from outside the city, they must be newly hired full-time by the enterprise between January 1, 2025, and December 31, 2025, and have signed a labor contract of at least two years; for applicants who are independently cultivated, they must have obtained the above titles or qualification certificates between January 1, 2025, and December 31, 2025. As of the time of application, the formal labor contract signed between the talent and the employer must still be valid.
Application Materials: Applicants must submit the "Yangzhou AI Sector Senior Professional Talent Reward Application Form", copies of their ID card and vocational qualification certificates stamped with the employer's official seal. For AI Trainers (Level 1/Level 2), a vocational skill level certificate verifiable on the official website of the human resources and social security department must be provided; for deputy senior or higher professional titles in the Digital Economy (AI) engineering field, the "Professional Technical Qualification Review Application Form" must be provided; for Systems Analyst, System Architecture Designer, Network Planning Designer, System Planning and Management Engineer, and Information System Project Manager, a professional technical qualification certificate jointly issued by the Ministry of Human Resources and Social Security and the Ministry of Industry and Information Technology must be provided. Additionally, a copy of a legally binding labor contract of at least two years, proof of social insurance contributions, and personal income tax payment records must be submitted. For senior professionals introduced from outside the city, copies of the labor contract (or resignation certificate) from their previous employer outside the city, along with corresponding social insurance and personal income tax records, must also be provided.
Reward Standards: For talents introduced by enterprises from outside the city after obtaining the above titles or certificates, a maximum cash reward of 20,000 yuan (pre-tax) per person will be granted, paid in two installments over two years. For senior professionals independently cultivated by enterprises who obtained the above titles or certificates in 2025, a maximum cash reward of 10,000 yuan (pre-tax) per person will be granted as a one-time payment. Each talent may receive this reward only once. If the same person receives rewards for the same reason, the higher standard shall apply. If a talent leaves the enterprise the year after receiving the first-year reward, subsequent reward payments will cease.
Application Procedures: The application process is organized by the Municipal Industry and Information Technology Bureau and follows the steps of individual application, employer verification, material review, public disclosure, and fund disbursement. Applicants must fill out the "Yangzhou AI Sector Senior Professional Talent Reward Application Form" and prepare relevant materials according to the application guidelines, submitting them to the local industry and information technology department for preliminary review by October 28. After preliminary approval by each county (city, district) industry and information technology department, materials must be submitted to the Municipal Industry and Information Technology Bureau by November 2 for review. Upon passing review, the results will be publicly disclosed for three working days. Finally, the Municipal Industry and Information Technology Bureau, after consultation with relevant departments, will determine the final list of reward recipients.
