The "2026 Sustainable Global Leaders Conference" was held in Shanghai from October 20 to 22.
Jiang Wei, Director and Vice President of Greenland Group, attended and delivered a speech titled "Building a New OPC Entrepreneurship Ecosystem to Boost the Development of New Quality Productive Forces."
Jiang Wei pointed out that developing new quality productive forces is an inherent requirement and key focus for promoting high-quality development. It is not an optional choice but a mandatory question concerning survival and long-term development.
In long-term practice, Greenland Group has three basic understandings of new quality productive forces:
First, technological innovation and the transformation of achievements are the core. Technological innovation is the core engine for developing new quality productive forces, but technology itself does not equal productivity. Only by taking technological innovation as the foundation, scenario-driven application as the traction, and entrepreneurial spirit as the driving force, and embedding technology into industrial logic, can the "bonsai" in the laboratory grow into the "landscape" in the industry.
Second, a vibrant innovation ecosystem is the key. New quality productive forces are not a game for a few large enterprises. It requires large enterprises to build "ecosystem platforms," small and medium-sized enterprises to be brave "innovation vanguards," and the government to serve as a good "ecosystem gardener," building an innovation community of "symbiosis between large and small, and collaborative progress."
Third, AI empowering all industries is the focus. Artificial intelligence is the most disruptive variable in the new round of technological revolution and a key variable that must be relied upon to cultivate and develop new quality productive forces. Developing AI vertical agents, consolidating the AI data foundation, and using AI to transform traditional industries are key paths for cultivating new quality productive forces.
Jiang Wei emphasized the need to grasp the advantages of the OPC (One Person Company) model to add momentum to the development of new quality productive forces. He believes that OPC is a brand-new form of lightweight entrepreneurship for super individuals in the AI era, the intersection of technological innovation, innovation ecosystem, and AI empowerment at the micro-subject level, and the most direct landing unit of new quality productive forces.
In his view, OPC has four obvious advantages:
First, lightweight startup with outstanding cost advantages. Traditional entrepreneurship requires heavy investment in venues, equipment, and teams, while OPC centers on super individuals, relying on shared workstations, shared equipment, and one-stop services to minimize the entry threshold. Entrepreneurs "travel light" and focus limited resources on core creation, which is the fundamental reason for their large-scale emergence in the AI era. Currently, the total number of OPC startups nationwide has exceeded 16 million.
Second, AI empowerment with obvious efficiency advantages. OPC naturally resonates with AI. General large models solve "broad coverage," while vertical AI agents understand industry terminology and logic, allowing a super individual to complete the work of a past team with the help of AI, achieving "one person equals an army." AI is OPC's sharpest tool, and OPC is AI's most practical scenario. The two are mutual amplifiers.
Third, flexible mechanisms with significant innovation advantages. Individual decision-making is fast, trial-and-error costs are low, and market sense is keen, enabling agile capture of market demand and rapid product iteration. OPC disperses the "neurons" of innovation subjects to millions of entrepreneurs, greatly expanding the breadth and density of innovation, making them truly "innovation vanguards."
Fourth, ecosystem synergy with promising growth advantages. OPC does not exist in isolation. Once embedded in a community ecosystem of "sci-tech innovation offices + talent apartments + supporting commerce," combined with order matching, direct industrial fund investment, and professional service support, it can grow from a single-person startup to a micro-team and then to a small and medium-sized enterprise, forming a tiered growth channel. The OPC model leverages the largest ecosystem with the smallest unit and is the most cost-effective path for cultivating new quality productive forces.
Jiang Wei revealed that Greenland Group is committed to building an integrated cultivation carrier and creating a distinctive OPC community ecosystem. Since the beginning of this year, the central government has explicitly proposed deepening the implementation of the "AI+" initiative, and more than 40 cities nationwide have introduced special support policies for OPC. Leveraging its massive physical scenarios accumulated from years of deep cultivation in urban construction and operation, rich government-enterprise resources, and mature operating systems, Greenland Group has joined hands with leading domestic AI enterprises to quickly launch the layout of AI agents + OPC communities, forming the following characteristics.
First, nationwide layout with distinctive features. On September 28 this year, the first batch of 15 OPC communities of Greenland Group opened simultaneously in 14 key cities including Shanghai, Beijing, and Guangzhou. OPC communities in different regions carry out differentiated construction and operation based on regional industrial endowments and policy orientations. For example, a digital finance OPC community is built in Shanghai Lujiazui, and a hard-tech AI integration community is laid out in Zhangjiang; Guangzhou focuses on AI film and television, Ningbo focuses on industrial intelligent manufacturing, and Beijing focuses on AI healthcare, cultivating vertical entrepreneurship clusters according to local conditions.
Second, three-in-one integrated tiered cultivation. Greenland Group's OPC communities are not traditional co-working spaces but full-cycle entrepreneurial ecosystem carriers for super individuals, building a three-in-one model of "sci-tech innovation offices + talent apartments + supporting commerce," forming a tiered cultivation system from single-person startups and micro-team growth to SME expansion. They are equipped with shared workstations, fully furnished offices, AI exhibition and sales, tech roadshows, and shared meeting rooms, covering the full-cycle growth needs of single-person startups, small and micro teams, and SME expansion, truly enabling move-in-ready entrepreneurship.
Third, precise services with AI empowerment. Greenland Group's OPC communities precisely target four customer groups: small and micro sci-tech innovation technology, digital cultural and creative content creation, livestream e-commerce operation services, and professional business consulting customization. They provide six core advantages: lightweight startup entrepreneurship, shared functional facilities, basic equipment leasing, one-stop compliance services, supply-demand link connection, and direct industrial fund investment. Greenland Group has partnered with Shenlan Technology to provide inclusive computing power and deploy the DeepAgent intelligent agent to match the needs of entrepreneurs in different tracks.
Fourth, capital leverage for shared growth. Greenland Group has initiated the establishment of an OPC industry incubation fund, building a "fund of funds + regional sub-funds" structure, forming a closed loop of "space services + equity investment," and achieving multiple leverage effects of "capital + industry + returns." It no longer merely provides physical space carriers but deeply roots itself in the full entrepreneurial cycle, sharing risks, creating value, and sharing returns with entrepreneurs. What is delivered is no longer just a house but a growth opportunity to walk alongside entrepreneurs and achieve mutual success.
Regarding deepening the construction of OPC communities and comprehensively boosting the development of new quality productive forces, Jiang Wei stated that Greenland Group's OPC communities will focus on three things:
First, rolling replication to scale up. Following the rolling advancement and nationwide replication of "opening a batch, building a batch, and reserving a batch," continuously expanding the community footprint so that entrepreneurs in more cities can obtain high-quality incubation carriers nearby. The goal is to build 100 OPC communities within three years, serve over 100,000 OPC entrepreneurs, and reach an annual Token call volume of tens of billions, making OPC communities an important carrier for local cultivation of new quality productive forces.
Second, four-wheel drive to deepen the ecosystem. With space foundation, computing power empowerment, industrial services, and resource linkage as the core, continuously upgrade the tiered cultivation system: provide gradient products in space, connect regional grid-connected resources in computing power, introduce professional support such as business registration, taxation, legal consulting, and intellectual property in services, and match orders and direct investment funds in resources, promoting entrepreneurial teams from "being able to start" to "growing big."
Third, tripartite collaboration to vitalize mechanisms. Adhere to "government guidance, market operation, and enterprise performance," actively connect with local OPC special policies, undertake government development needs, and allow policy dividends, market mechanisms, and enterprise capabilities to form a virtuous industrial ecosystem cycle through resonance.
