Among the top 10 provinces by economic output, targets have been established around the 5% mark, with some variations.

A central theme across all provincial plans is the construction of a modern industrial system to consolidate and strengthen the real economy.
Beijing's plan outlines the goal of forming a more competitive modern industrial system, aiming to cultivate five trillion-yuan-level industrial clusters, including in artificial intelligence and green advanced energy.
Jiangsu's plan emphasizes building a modern industrial system to create an internationally competitive advanced manufacturing base, focusing on strengthening strategic emerging industries and cultivating future industries.
Henan's strategy involves deepening the integration of technological and industrial innovation to accelerate the development of a modern industrial system anchored by advanced manufacturing, with goals to increase the manufacturing sector's proportion and the share of strategic emerging industries.

Zhejiang's plan aims to enhance the global competitiveness and influence of its sci-tech innovation hubs, advanced manufacturing bases, and AI innovation development centers, further building the reputation of "Zhejiang Manufacturing" and "Zhejiang Service".
Hainan intends to capitalize on its free trade port policies and unique advantages in climate, marine resources, and ecology, focusing on developing distinctive sectors like seed industry, deep-sea technology, commercial aerospace, and green low-carbon industries to become a significant practice ground for new quality productive forces.
