Hainan (Changjiang) Clean Energy High-Tech Industrial Park is strategically focusing on enhancing the local county's appeal to build a premier clean energy center within the Free Trade Port. This statement was made by Lu Hongmin, Deputy Director and Spokesperson for the park's management committee, during a recent special press conference on business environment improvements in Hainan's Changjiang Li Autonomous County.
Changjiang possesses unique advantages in Hainan, including a stable, large-scale power supply and low-cost industrial steam. By November 2025, the park's nuclear-powered steam supply project will begin delivering industrial steam to enterprises. Once fully operational, steam prices will be 20% to 30% lower than traditional energy sources. For a manufacturing company using 100,000 tonnes of steam annually, this translates to direct cost savings of over 6 million yuan per year. Currently, the park is upgrading its steam system to offer higher pressure and more varied steam parameters, precisely meeting the needs of different industries. Additionally, as the third unit of Changjiang Nuclear Power Station comes online, the county's electricity generation will account for more than 50% of Hainan Province's total, further strengthening its power supply advantages.
Leveraging the "Linglong One," the world's first commercial onshore small modular reactor (SMR), the park is planning to build a green computing demonstration zone powered directly by the SMR, exploring a direct connection model between the nuclear SMR and computing centers. So far, a 500P computing power AI industrial park project and a nuclear-renewable energy coupled computing project have been signed. Moving forward, the park will actively attract AI computing, international data centers, and other enterprises, developing new business models like "incoming data processing" and cross-border electricity services. This aims to create a closed-loop ecosystem of "clean energy production—green industry application—digital and smart empowerment."
Regarding business environment improvements, the park has proactively taken on 26 county-level administrative approval items, establishing a "dedicated assistance" mechanism to provide full-process services for enterprises, from project registration to construction permits. In 2025, the park has issued 22 construction project planning permits and 17 construction permits. In terms of infrastructure, the first phase of the road network in the demonstration zone is operational, the sewage treatment plant is complete, and the steam pipeline network is ready for use. The 110 kV Madi substation is scheduled to be operational by August 2026.
Lu Hongmin also introduced the park's "one-on-one" liaison service mechanism, which includes weekly supervision of a ledger tracking enterprise requests. In 2025, the park assisted companies like Xingshi New Materials and Lihong New Materials in meeting their financing needs, helped enterprises secure 6.4 million yuan in ultra-long-term special government bonds and 108 million yuan in central budget funds, and disbursed 671,000 yuan in fixed-asset investment rewards through a "no-application, automatic receipt" policy. The park also supported Hainan Mining in applying for a Free Trade Port cross-border capital operations center and facilitated Huasheng Cement and Zhixin Environmental Protection in being recognized as national and provincial-level green factories, respectively.
Lu Hongmin stated that the next step for the park is to continuously unlock the cost advantages of nuclear steam and electricity. By deeply integrating Free Trade Port policies with the solid capabilities of nuclear power, the park will further develop its "nuclear power to drive industry, industry to prosper the city" strategy, aiming to create a more competitive and attractive business environment.
