By 2027, Shandong Aims to Cultivate 1-2 Globally Competitive World-Class Gold Enterprises To implement national directives on the high-quality development of the gold industry, Shandong Province recently formulated the "Implementation Plan for High-Quality Development of Shandong's Gold Industry (2025-2027)" (hereinafter referred to as the "Plan"). The Plan's overarching requirement is for Shandong to utilize the Jiaodong world-class gold enrichment zone as a core vehicle, promoting intelligent, green, and integrated industrial development. It aims to accelerate the formation of new quality productive forces, build a globally competitive, world-class modern gold industry chain cluster, and continuously consolidate the province's position as the "ballast stone" of China's gold industry. The Plan specifies development targets for Shandong by 2027: significantly enhancing resource security capacity, with gold resources increasing by approximately 3.5%; maintaining the top national ranking in gold output, with provincial production sustained above 200 tons; continuously strengthening the industrial chain cluster by cultivating 1-2 world-class gold enterprises with global competitiveness, and fostering 10 specialized, sophisticated, distinctive, and innovative enterprises and single-product champions in niche sectors; comprehensively improving green and low-carbon levels, raising the comprehensive utilization rate of solid gold waste to over 35%, and applying technologies and equipment for deep green mining and cyanide-free gold extraction.
2. Shandong Introduces Measures to Promote High-Quality Development of Home and Community Elderly Care Services The Shandong Provincial People's Government recently issued the "Several Measures on Promoting High-Quality Development of Home and Community Elderly Care Services" (hereinafter referred to as the "Measures"), aiming to further advance high-quality services and better meet the multi-level, diverse, and high-quality home and community care needs of the elderly. The Measures focus on four aspects: "improving the facility network, optimizing service supply, enhancing development quality and efficiency, and strengthening factor guarantees," setting clear development goals. By the end of 2029, Shandong strives to establish regional elderly care service centers exceeding 600 square meters at the township (sub-district) level; at the urban community level, each community will be equipped with at least one elderly care service facility of no less than 300 square meters. The province will also accelerate the construction of home-based care beds, aiming to develop over 100,000 such beds by 2027, while continuously promoting age-friendly home modifications. To improve service quality and efficiency, Shandong will drive home and community elderly care services towards marketization, chain operation, integration, socialization, and smart solutions. Shandong Issues New Regulations to Strengthen Comprehensive Supervision of the Tourism Market To standardize tourism market order and advance the construction of a strong tourism province, the General Office of the Shandong Provincial People's Government issued the "Notice on Further Strengthening Comprehensive Supervision of the Tourism Market" (hereinafter referred to as the "Notice"). The Notice aims to establish a sound comprehensive supervision mechanism for the tourism market with clear responsibilities and efficient coordination, striving to create a secure, trustworthy, and comfortable tourism market environment. The Notice clarifies three key supervision areas: first, operating travel agency businesses without a license, including disguised tourism operations under the guise of purchasing health products, insurance, or "study tours"; second, "unreasonably low-priced tours" and associated behaviors such as forced consumption, contract breaches, and scamming tourists; third, irregular management issues, such as failing to legally sign labor contracts with tour guides, arranging unqualified vehicles, or restricting the lawful operations of non-local enterprises.
4. China's Latest Layout for Opening Up: Qingdao Assigned Over 100 Pilot Tasks With State Council approval, the Ministry of Commerce recently issued the "Service Industry Expansion and Opening Up Comprehensive Pilot Tasks for Nine Cities Including Dalian" (hereinafter referred to as the "Pilot Tasks"), released on the evening of January 9, to further accelerate the pilot work. The Pilot Tasks specify the task lists for nine cities, including Qingdao, to carry out comprehensive pilot programs for service industry expansion and opening up, focusing on 15 key areas and proposing a total of 159 pilot tasks. This task list includes "common tasks" for all nine cities, as well as "differentiated explorations" tailored to local conditions. Specifically, Qingdao is supported in undertaking 112 pilot tasks related to building a modern marine city, constructing a modern marine industry system, strengthening marine technological innovation, and conducting pilot programs for cruise ship itineraries without specific destinations.

Dongyang Drills "Donggao Re 1" Well with Temperature Reaching 162°C It was learned from a press conference titled "Detection of Deep High-Temperature Geothermal Resources in the Yellow River Basin of Shandong Province," held by the Shandong Provincial Government Information Office on January 9, that the Shandong Provincial Bureau of Geology & Mineral Resources has successfully drilled the "Donggao Re 1" well in the Dongying Port Economic Development Zone. This well is the highest-temperature hydrothermal geothermal well currently known in East China. The "Donggao Re 1" well involved geological surveys covering approximately 4,000 square kilometers, reached a depth of 4,002.17 meters, and achieved a bottom-hole temperature of 162°C, with an outlet water temperature of 138°C and a single-well water output of 101.3 cubic meters per hour. Preliminary estimates indicate the "Donggao Re 1" well can release heat equivalent to 679,000 gigajoules annually, comparable to the heat generated by burning approximately 27,000 tons of standard coal. If used for power generation, it could achieve a daily output of about 25,200 kWh, sufficient for the daily electricity needs of nearly 10,000 people. If the high-temperature steam is used directly for industrial production, it could provide about 94,000 tons of steam annually, replacing approximately 18,800 tons of standard coal and reducing carbon dioxide emissions by about 48,900 tons. Furthermore, after the large-scale development of this well and its surrounding geothermal field, the annual economic benefits could reach approximately 450 million yuan, benefiting about 180,000 urban and rural residents.
