Jiangsu Boosts Cross-Border E-Commerce Development, Expected to Add 500 Sellers with Export Scale Exceeding 100 Million Yuan by 2028

On September 29, the 25th session of the Standing Committee of the 14th Jiangsu Provincial People's Congress reviewed a feedback report from the provincial government on the implementation of review opinions regarding special supervision reports on promoting international cooperation park construction, cross-border e-commerce development, and China-Europe freight train construction.

The report shows that since the beginning of this year, the province has held more than 100 sessions of "AI + Cross-Border E-Commerce" training. It is estimated that by 2028, the province will add 500 sellers with export scale exceeding 100 million yuan.

In response to the previous opinion raised by the provincial People's Congress Standing Committee when reviewing the special supervision report of the Financial and Economic Affairs Committee regarding "improving the capacity and level of cross-border e-commerce development," the provincial government and relevant departments have intensified efforts to advance cross-border e-commerce development by improving working mechanisms, promoting carrier construction, optimizing regulatory services, and emphasizing element guarantees.

At the policy level, the province has formulated a new three-year action plan for cross-border e-commerce and introduced several measures to further promote high-quality development of foreign trade. Since the beginning of this year, the province has cumulatively held over a thousand various cross-border e-commerce professional training sessions, including more than 500 online shared courses.

The province is cultivating new cross-border e-commerce entities in a tiered manner, promoting the establishment of key enterprise cultivation and contact systems across various regions, vigorously introducing capable cross-border e-commerce enterprises, supporting the establishment of brand direct-sales stores and experience halls overseas, and carrying out domestic and international trademark registration, international certification, and patent applications. It is expected that by 2028, the province's library of key cross-border e-commerce export brand enterprises under cultivation and development will expand to 200.

At the same time, efforts are being intensified to support the development of local platforms, promoting the addition of functions such as cross-border payment and supply chain services to the online comprehensive service platforms of the province's 13 cross-border e-commerce comprehensive pilot zones, providing local cross-border e-commerce enterprises with one-stop services including customs clearance and logistics.

In terms of optimizing services, the Provincial Tax Service has introduced 10 measures to serve the high-quality development of foreign trade, compiled the "Operational Guidelines for Export Goods Tax Refund (Exemption) of Cross-Border E-Commerce" and a compilation of documents, pushed "tax refund upon departure" service measures to 1,046 cross-border e-commerce export overseas warehouse enterprises on a case-by-case basis, and carried out "one-on-one" follow-up guidance for business entities with export scale exceeding 100 million yuan.

In terms of infrastructure, the province continues to improve the international maritime shipping network, optimize the aviation transportation layout, conduct "one-on-one" visits and connections with key aviation import and export enterprises in the province, and enhance business coordination between enterprise air transport needs and air cargo services.
