Where to Begin

To advance the "Artificial Intelligence+" action plan, boost the efficiency and quality of the city's data annotation industry, and leverage professional skills competitions as a model for learning, training, and employment, Langfang City is hosting the 2026 Langfang City Artificial Intelligence Training Specialist (Data Annotator) Professional Skills Competition, referred to as the "Competition." The following is a formal notice of the relevant details.

Competition Theme

The theme is "Smart Annotation Empowers, Data Creates the Future."

Organizational Framework

The competition is organized by the Langfang City Data Bureau, Langfang City Human Resources and Social Security Bureau, Langfang City Education Bureau, and Langfang City Federation of Trade Unions. It is co-hosted by the Sanhe City People's Government, China Broadcasting Network Langfang Branch, and Langfang Normal University. This is a municipal-level Category I professional skills competition. A joint organizing committee, formed by the sponsors, will oversee the competition's implementation, qualification review, and event logistics. The committee will establish an office and an event support team to manage daily coordination, execution, technical support, and promotion.

Competition Content

The competition is based on the theoretical knowledge and skill requirements of the national professional standard for the corresponding event at Level 3 (Senior Worker), including some elements of Level 2 (Technician). It will also incorporate new knowledge and skills relevant to current industry developments, aligning with practical production needs and technological advancements. The assessment uses a dual model of theoretical knowledge and practical skills, with a final score weighted at 30% for theory and 70% for practical performance. The specific content includes:

1. Video annotation: Covers human action annotation, scene segmentation annotation, and target tracking annotation, suitable for applications like autonomous driving and security surveillance.

2. Voice annotation: Includes voice transcription, emotion annotation, dialect annotation, and wake-up word annotation, applicable to scenarios such as smart voice assistants and human-computer interaction.

3. Image annotation: Encompasses object detection annotation, semantic segmentation annotation, key point annotation, and scene classification annotation, relevant to fields like computer vision and image recognition.

4. Text annotation: Covers entity annotation, sentiment analysis annotation, keyword annotation, and text classification annotation, suitable for natural language processing and large model training.

5. 3D point cloud annotation: Involves 3D object detection, point cloud segmentation, and pose estimation annotation, applicable to high-end scenarios like autonomous driving and 3D modeling.

Competition Schedule

The competition is an individual event, divided into a Student Group and a Worker Group. It proceeds through preliminary and municipal finals stages. The top eight finishers in each group will form the Langfang City representative team for the Hebei Province Artificial Intelligence Training Specialist (Data Annotator) Professional Skills Competition (with a limit of two participants per group per unit). There are no registration or assessment fees. Participants must cover their own travel, accommodation, and meal expenses, or have them covered by their affiliated school or company.

Participation Requirements

1. Worker Group: Individuals aged 16 or older, not yet at the statutory retirement age, who have been employed for at least one year in data annotation or artificial intelligence-related roles at various enterprises, public institutions, or social organizations in Langfang City.

2. Student Group: Individuals aged 16 or older, who are full-time students enrolled for at least one year at higher education institutions or vocational schools in Langfang City.

3. Participants must support the Constitution of the People's Republic of China, comply with laws and regulations, possess good professional ethics and conduct, and have no records of violations or disciplinary actions.

4. Participants from provincial-level (or ministry-level) schools and enterprises must register under their local jurisdiction; direct cross-regional registration is not accepted.

5. Current full-time students who are also entrepreneurs may not register as workers.

6. Individuals who have received honors such as "China Skill Grand Prize" or "National Technical Expert," or who have obtained eligibility for the "National Technical Expert" title through competitions, may not participate as competitors. Those who have earned the "Hebei Province Technical Expert" title or eligibility through competitions may not participate in the same or lower-level events of the same project.

Competition Timeline

1. Registration: Open to eligible students and employees (including faculty) within Langfang City. The deadline is August 10. For the Student Group, schools organize internal competitions and submit the list of advancing students (Appendix 1) to the registration email. Each school must designate one liaison to guide students in registering for competition accounts and receiving notifications. For the Worker Group, data management departments in counties, cities, districts, Langfang Development Zone, and Langfang Lin Kong Economic Zone lead the effort, coordinating with human resources, education, and labor unions to encourage enterprise employees to participate. Schools also encourage faculty to register. Participants fill out the registration form (Appendix 2), submit it to the registration email, and scan the QR code (Appendix 3) to join the Worker Group competition notification group, then register for accounts and receive updates.

2. Preliminary Round: The Student Group preliminary round is conducted as internal school competitions. After the organizing committee reviews and approves the advancing students' information, they proceed directly to the finals. The Worker Group preliminary round is an offline centralized exam, tentatively scheduled for around August 14 at the Yanjiao Collaborative Innovation Base of the Beijing-Tianjin-Hebei National Technology Innovation Center. Exam venues are determined by the number of registered participants. Specific times, locations, and check-in details will be announced in the competition notification group.

3. Advancement: After the preliminary round, the organizing committee notifies advancing participants of their scores and rankings. If a participant withdraws, the committee will contact the next ranked participant in order of scores.

4. Finals: The municipal finals are an offline centralized exam, tentatively scheduled for around August 16 at the same Yanjiao base. Exam venues are set based on the number of finalists. Specific details will be announced in the competition notification group.

5. Award Announcement and Provincial Competition Recommendation: Within five business days after the finals, the organizing committee will publish and announce scores and rankings. The top eight finishers in each group will form the Langfang City team to compete in the Hebei Province Artificial Intelligence Training Specialist (Data Annotator) Professional Skills Competition in mid-September. Specific dates, locations, and check-in details for the provincial competition will be announced later.

6. Honorary Titles and Skill Level Certification: For participants who pass both the theoretical knowledge and practical skills assessments, the organizing committee will issue professional skill level certificates and confer honorary titles, in accordance with the "Notice on the Issuance of Corresponding Professional Certificates to Participants of Hebei Province Professional Skills Competitions" and related regulations.

Incentive Policies

Individual Awards

Awards are given separately for the Worker Group and Student Group, with one first prize, two second prizes, five third prizes, and several excellence awards. The total number of winners is strictly limited to 50% of each group's total participants. The organizing committee will award certificates and cash prizes: 2,000 yuan for first prize, 1,000 yuan for second prize, and 500 yuan for third prize.

Honorary Titles and Skill Level Certification

1. The first-place worker in the Worker Group finals will be submitted to the Langfang City Human Resources and Social Security Bureau for approval to receive the honorary title of "Langfang City Technical Expert" (non-repeating) and will be promoted to Technician skill level. Those already at Technician level can be promoted to Senior Technician level (if the highest current level for the profession is Technician, no further promotion).

2. Workers ranked 2nd to 8th in the finals receive Senior Worker skill level certificates. Those already at Senior Worker level can be promoted to Technician level. Excellence award winners receive Intermediate Worker skill level certificates. Those who already hold the same level certificate for the same profession will not receive a new one.

3. If fewer than 20 participants (inclusive) are in a group, the incentive policies are reduced by one level; if fewer than 10 participants (inclusive), no incentive policies apply.

4. Student Group: First prize winners receive Level 3/Senior Worker skill certificates; second and third prize winners receive Level 4/Intermediate Worker certificates; excellence award winners receive Level 5/Junior Worker certificates. Those with existing certificates for the same profession and level will not receive new ones.

Group Awards

An "Excellent Organization Award" will be presented to counties, cities, districts, schools, and enterprises that excel in competition mobilization and support.

Outstanding Case Selection

The city will collect cases in three categories: industry-education integration, enterprise/industry, and individual excellence. Units must submit application forms (Appendix 4) and supporting materials to the registration email by August 17. The best cases will be recommended for provincial-level selection.

1. Industry-Education Integration Cases: Excellent examples of school-enterprise cooperation, joint program development, curriculum co-creation, teacher training, talent cultivation, and job placement.

2. Enterprise/Industry Cases: Excellent examples of data annotation capabilities, quality control, production capacity, project delivery, data-driven empowerment, and public service contributions.

3. Individual Excellence Cases: Excellent examples of outstanding workers, technical experts, project managers, and student competitors.

Operational Requirements

1. Responsibilities and Coordination: All regions must prioritize this, with data management departments taking the lead, coordinating with human resources, education, and labor unions to mobilize enterprises and schools, ensuring timely completion of participant registration, selection, and material submission.

2. Fairness and Standardization: Strictly enforce participant qualification checks, exam proctoring, and record-keeping throughout the process. Cheating, impersonation, and false information are strictly prohibited.

3. Promotion and Results Transformation: Use multiple channels to promote the competition, simultaneously collect outstanding industry and talent cases, and use the competition to drive local data annotation talent development, school-enterprise cooperation, and data industry quality improvement.
