Industrial Transformation Attracts Investment with Comprehensive Infrastructure

On March 3rd, a visit to the Jinli Specialty Food Industrial Park in Guiyang's Guanshanhu District revealed 12 new standard factory buildings in the project's first phase, standing out prominently under the sunlight. Workers were completing final touches, while the sound of machinery echoed nearby—the site is constructing the park's "secret weapon": a dedicated wastewater treatment plant. "Other parks rely on government-built treatment facilities, but we constructed our own 'dedicated' one," said Wang Xingcai, Chairman of Guiyang Jinli Food Co., Ltd., with evident pride. Scheduled to begin operations on June 30, this plant will eliminate a major barrier for food enterprises: the inability to operate without proper wastewater disposal.

The self-built treatment facility is just one component of the Jinli Industrial Park's robust infrastructure. The park boasts a dedicated substation with a capacity of 12,500 kVA, natural gas pipelines extending to each building's entrance, and water supply accessible on every floor. More appealing to businesses is the factory design—featuring 8-meter ceiling heights and 3-ton load-bearing capacity on the first floor, spacious 9x12-meter column spacing, and flexible unit sizes ranging from 3,000 to 5,000 square meters. This accommodates both processing plants requiring large equipment and manufacturers prioritizing spatial efficiency. "We're not simply constructing buildings; we're customizing according to the food industry's specific needs," Wang emphasized.

The 178-acre site, previously the dormant Guizhou Cement Factory Jinli branch, has been transformed since construction began in September 2023. The first phase's 171,800-square-meter complex now stands complete, with 12 standard factories and 3 supporting buildings having passed main structural inspections. Beyond infrastructure, the park offers excellent connectivity, surrounded by the Guihuang and Hukun Expressways with highway access within 5 minutes, while Shugu Avenue and Binyang Avenue are nearby. Its proximity to JD.com's Asia No. 1 Warehouse and Guiyang Guanshanhu Logistics Park enables immediate product distribution after manufacturing.

"Upstream supply, midstream processing, and downstream sales—this defines our park's positioning," Wang explained. To achieve this, the park has partnered with JD Logistics, established industry-academy collaborations with Guizhou Academy of Agricultural Sciences and Guizhou Light Industry Technical College, introduced food inspection agencies, and even incorporated live-streaming e-commerce facilities. "Our property management center handles business registration, tax filing, and bank account setup from contract signing," Wang noted. "We aim to be growth partners, not just landlords."

Currently, four enterprises including Guiyang Qiansuxian Food and Guizhou Shanyimei Agricultural Trade have commenced interior work, with more potential tenants under negotiation. The park is projected to host over 40 companies eventually, creating 800 jobs. "We'll officially open in the second half of this year," Wang announced at the park entrance, pointing to the soon-to-be-completed Jinma Avenue. "This road will connect directly to the park, improving transportation further. We welcome more enterprises to establish their operations here."
