Jiangsu Pilot Lets Industrial Chain Firms Jointly Assess Senior Professional Titles, With 250 Engineering Machinery Experts Taking Part

Deep News10-19

On October 18, Jiangsu completed its first joint senior professional title assessment by an enterprise consortium for industrial chain talent evaluation, hosted at XCMG Group. Two hundred and fifty professional and technical personnel from upstream and downstream enterprises in the engineering machinery industrial chain entered defense rooms to undergo a professional evaluation that does not focus solely on papers but highlights practical achievements and contributions.

This round of professional title assessment was led by XCMG Group and jointly participated in by 15 industrial chain enterprises. When Tang Hongcai, who applied for senior engineer, walked out of the defense room that day, she looked relaxed. "I was quite nervous at first, but when the review experts asked what factors should be considered in the design of a load-sensing multi-way valve, I relaxed, because that is exactly my research and development direction." As an R&D engineer at Xuzhou Sheng Bang Machinery Co., Ltd., Tang Hongcai holds 14 invention patents and utility model patents, but this time she submitted only one core journal paper for her application. "This method of 'assessing what you do' gives our enterprise R&D personnel more opportunities."

"Making talent evaluation more aligned with the realities of the industrial front line is an important step in Jiangsu's effort to accelerate reform of the industrial talent evaluation system," said Feng Chunqing, deputy director of the Jiangsu Provincial Department of Human Resources and Social Security. Since last year, Jiangsu has delegated overall authority for independent senior professional title assessment to 61 key enterprises under the "build peaks and strengthen chains" initiative. As a global leader in engineering machinery, XCMG Group had previously, under the guidance of human resources and social security departments, assisted in carrying out senior professional title assessment for the mechanical engineering specialty in Xuzhou, with a cumulative 3,136 mechanical engineering professional and technical personnel passing the assessment. This time, XCMG Group stood out from a number of well-known enterprises and became Jiangsu's first lead unit of an enterprise consortium for industrial talent evaluation.

Zhang Jiao, director of the Global Human Resources Management Center of XCMG Group, said that after receiving approval for the pilot, XCMG conducted a comprehensive review of 4,787 upstream and downstream enterprises, comprehensively assessing factors such as enterprise scale and depth of cooperation, and formed a 15-enterprise consortium with XCMG as the chain leader and upstream and downstream enterprises collaborating. At the same time, senior experts and technical backbones were selected from the chain leader enterprise, consortium members, and relevant universities to ensure that review experts cover all links of the industrial chain. The first talent evaluation focused on actual industrial contributions such as process innovation, technological breakthroughs, and cost reduction and efficiency improvement, promoting the idea that "papers are written on products, and results come from production lines." It is understood that, on the basis of this pilot, Jiangsu will improve assessment standards and optimize assessment procedures to explore replicable and promotable practices for industrial chain talent evaluation across the province.
