Chief Operating Officer of Ruqi Mobility Discusses Keys to Robotaxi Scaling: Technology and Operations are Equally Vital

At the recent "WAIC 2026 High-Level Autonomous Driving Innovation Development Forum," the Smart Car Innovation Development Platform (Shanghai) joined forces with CHENQI TECH and four other smart vehicle industry chain institutions from across China to jointly launch the "Autonomous Driving Data Regional Sharing and Application Initiative." This initiative aims to dismantle regional barriers, promote data interoperability and mutual recognition of standards, and use data to empower China's autonomous driving vehicles to compete globally.

CHENQI TECH's Chief Operating Officer, Han Feng, was invited as a representative of an autonomous driving operations platform to participate in a roundtable discussion. "Technology determines if you can hit the road, while operations determine how far you can go," Han Feng pointed out at the forum. He noted that during the small-scale trial phase of Robotaxis, the focus is on resolving individual vehicle technology issues. However, scaling up to thousands or even tens of thousands of vehicles necessitates integrating the entire chain, including dispatch, charging/battery swapping and maintenance, remote cloud control, safety fallback systems, and cost management. He emphasized that the essence of Robotaxi is a mobility service, and the key hurdle to large-scale deployment lies in operational capability, which is the inherent advantage of mobility platforms.

He also stated that for the Robotaxi industry to develop, policy and regulation must lead the way. CHENQI TECH aims to strengthen its role as a bridge between the industry and government oversight through its open Robotaxi operations technology platform, providing a replicable practical path for the scaled and standardized development of the autonomous driving sector.

CHENQI TECH launched its open Robotaxi operations technology platform in 2022. By December 2025, the platform was operating over 300 Robotaxis, with services covering Guangzhou, Shenzhen, and the Hengqin Guangdong-Macao Deep Cooperation Zone. The company plans to expand its Robotaxi operations to 100 core cities over the next five years, collaborating with partners to build a fleet exceeding 10,000 vehicles. Additionally, it will promote a multi-billion-yuan investment plan to establish a three-tier Robotaxi operation and maintenance network covering 100 core cities, forming comprehensive capabilities to support the offline operation and maintenance of 100,000 Robotaxis annually.

Regarding the topic of data sharing, Han Feng, drawing on CHENQI TECH's practical experience, shared the pathway for transforming massive travel data into usable industry data assets. He indicated that by combining Robotaxis in regular operation with intelligent driving data collection vehicles, CHENQI TECH has consistently collected real-world travel scenario data at low cost and in compliance in recent years. The company has established three major service delivery bases nationwide, supported by a service team of over 1,500 people and nearly a million crowdsourced resources. Its data business unit, "Ruqi Data," currently serves key AI application scenarios across industries such as intelligent driving and cockpits, large language models, embodied AI, consumer electronics, financial services, and healthcare, with its clientele including leading enterprises from multiple sectors.
