The Municipal Big Data Bureau, along with 11 other departments including the Municipal Development and Reform Commission and the Municipal Finance Bureau, have jointly released the "Tai'an City High-Quality Development Action Plan for the Data Annotation Industry (2026-2028)" (hereinafter referred to as the "Action Plan"). Tailored to Tai'an's industrial strengths, the Action Plan seizes the opportunities of the artificial intelligence era by accelerating the cultivation and expansion of the data annotation sector, thereby strengthening the foundational support for the city's digital economy and the construction of a new-type industrial powerhouse.

Data, as a new production factor, has rapidly integrated into various aspects of production, distribution, circulation, consumption, and social service management, profoundly transforming lifestyles, production methods, and social governance models. The data annotation industry serves as a critical foundational link that unlocks the potential of data elements and supports the innovative development of artificial intelligence. If artificial intelligence is likened to a student that requires continuous learning, data represents its textbooks, and data annotation functions like a teacher highlighting key points and making annotations, enabling machines to comprehend and interpret information.

In recent years, the widespread application of artificial intelligence across various industries has relied on the "feeding" of massive, high-quality datasets. Tai'an's introduction of this Action Plan aligns with both national and provincial directives while leveraging the city's local resources, creating a customized development blueprint for its data annotation industry. The plan adopts a problem-oriented approach, introducing systematic implementation measures.

Regarding industrial synergy, the Action Plan emphasizes the construction of high-quality datasets and collaborative support for key industries. This forms an industrial landscape of "differentiated development with complementary advantages."

On the innovation front, the Action Plan encourages data annotation enterprises to research and develop intelligent annotation tools and platforms, focusing on exploring applications of key technologies such as cross-domain and cross-modal semantic alignment, temporal fusion annotation, and data synthesis, thereby enhancing their core competitiveness.
