In Beijing's Xicheng District, a citizen, Aunt Dong, successfully placed an online order to schedule in-home care services for her ailing husband, using the subsidy to cover half of the cost, completing the "first order" for payment using the national e-commerce platform elderly care service consumption subsidy.

First Order Experience: Online Booking with Direct Cost Halving

Opening the elderly care services section on JD.com, the home services currently eligible for the consumption subsidy in Beijing are divided into five main categories: assisted bathing, assisted cleaning, companionship for medical appointments, rehabilitation physiotherapy, and home care service packages. Each category offers multiple service packages. For instance, the home care package includes options for 3-hour and 4-hour sessions, as well as bed-bound care by a nurse. Assisted bathing is differentiated into showering and sponge bathing.

The price, duration, service details, and related notes for all services are clearly displayed. This clear presentation saves seniors and their families the trouble of repeated communication and confirmation.

A relevant person in charge at JD.com Home Elderly Care explained that the platform has integrated data with the "民政通" system. Seniors who have completed their disability level assessment and qualification review only need to complete identity verification via "民政通" to receive the subsidy and book services on the JD.com App. The subsidy is automatically deducted at checkout. Currently, Beijing has taken the lead in connecting to the subsidy system for implementation, with plans to extend it to other cities later.

"For home care services covered by the subsidy payment scope, JD.com's self-operated projects have established a strict personnel management system," the person in charge stated. All service personnel undergo unified recruitment, background checks, and systematic training, and can only officially start work after passing assessments. Simultaneously, the platform purchases special insurance for every service order, comprehensively safeguarding the personal and property safety of both service parties.

"Community elderly care stations and various elderly care service institutions in Beijing will also gradually join the platform, further enriching service supply and making it easier for seniors to choose services nearby."

Policy Details: Subsidy Eligibility for Moderately or Severely Disabled Seniors

According to the policy, the elderly care service consumption subsidy is issued to specific groups: Beijing-registered seniors assessed as having moderate, severe, or complete disability (including seniors with severe disabilities meeting corresponding conditions), as well as non-local seniors holding a Beijing residence permit (residence registration card), are all eligible to apply for the subsidy.

The subsidy can be used for home/community elderly care services and institutional elderly care service consumption within Beijing's administrative region, with different deduction rules: home/community elderly care service consumption items are deducted at a 50% rate, with a maximum deduction of 800 yuan per person per month; institutional elderly care service consumption items are deducted at a 40% rate, also with a maximum deduction of 800 yuan per person per month.

Seniors in need can first register an account on the "民政通" mini-program or App to schedule and complete a disability level assessment. Eligible seniors can receive subsidy vouchers on the "民政通" platform or search for "养老补贴" on the JD.com App.

It is important to note that this subsidy cannot be enjoyed concurrently with Beijing's original 600-yuan disability care subsidy. Seniors who voluntarily opt out of receiving the disability care subsidy can apply for the elderly care service consumption subsidy.
