Regulatory Penalties: Jiangsu Financial Regulator Announces Fines, CITIC BANK Nanjing Branch Among Multiple Outlets Penalized

On December 30, 2025, the National Financial Regulatory Administration's Jiangsu Bureau released a public disclosure of administrative penalty information, revealing that multiple branches of CITIC BANK within the province were fined. Specifically, CITIC BANK's Nanjing Branch was fined 1.9 million yuan by the Jiangsu financial regulator for violations including improperly organizing a syndicate to charge a syndicated loan arrangement fee, inadequate management of loan fund disbursement and payment, insufficient management of interbank investment fund disbursement and payment, and imprudent credit review for bank acceptance bill business.

CITIC BANK's Nanjing Zhongshan East Road Sub-branch was fined 1 million yuan by the Jiangsu financial regulator for violations involving imprudent credit investigation for bank acceptance bill business and handling bank acceptance bill business without a genuine trade background.

CITIC BANK's Nanjing Luhe Sub-branch was fined 400,000 yuan by the Jiangsu financial regulator for the violation of inadequate post-loan management of working capital loans.

CITIC BANK's Nanjing Jiangbei New District Sub-branch was fined 400,000 yuan by the Jiangsu financial regulator for the violation of insufficient management of loan disbursement and payment.

CITIC BANK's Taizhou Branch was fined 350,000 yuan by the Jiangsu financial regulator for the violation of inadequate loan investigation.

CITIC BANK's Yancheng Branch was fined 400,000 yuan by the Jiangsu financial regulator for the violation of improperly handling letter of credit business.
