In response to the recent period of sustained heavy rainfall in Beijing, the Changping District Market Supervision Bureau has concentrated its efforts on three critical areas: food distribution, catering services, and special equipment. The bureau is implementing multiple measures to reinforce safety responsibilities, aiming to fully safeguard public life and property while ensuring stable market order.

Ensuring Food Distribution Safety and Securing the "Food Basket"

Enforcement officers are intensifying food safety inspections, focusing on key products such as grain products, vegetables, meat products, and aquatic products. The inspections target key areas including shopping malls, supermarkets, centralized food trading markets, and regions on the urban-rural fringe. The checks emphasize whether pre-packaged food has damaged packaging, if bulk food shows signs of spoilage, whether refrigerated or frozen foods are sold or stored without proper temperature control, and the flood prevention status of storage and sales venues. Concurrently, third-party testing agencies have been commissioned to conduct supervision sampling on key categories like bulk pastries, frozen and refrigerated foods, meat products, and vegetables, completing tests on a cumulative total of 58 sample batches.

Strengthening Control in the Catering Sector to Weave a Dense "Protective Net"

Food safety supervision for catering establishments in the jurisdiction has been elevated. Risk assessments are being conducted for restaurants in low-lying and waterlogged areas, with controls applied to critical risk points such as ingredient storage, processing water, and kitchen environments. Comprehensive inspections are underway for issues like water immersion, raw material spoilage, processing water contamination, and large-scale kitchen water accumulation. Strict controls are enforced on the preparation, handling, and storage conditions of high-risk foods like cold dishes and cooked meats, ensuring that hot food is thoroughly cooked. The daily morning health check system for employees is being implemented, and pest control measures are being reinforced.

Monitoring Special Equipment Safety to Build an Operational "Firewall"

Timely notifications titled "Special Equipment Safety Precautions During Orange Rainstorm Alerts" have been sent to over 3,230 special equipment user units and elevator maintenance companies across the district. These notices require users of electromechanical special equipment such as elevators, large amusement rides, passenger ropeways, specialized motor vehicles for industrial sites, and cranes to diligently inspect key components including brakes, lubrication systems, and control systems. Special equipment like outdoor amusement rides, passenger ropeways, outdoor elevators, and cranes that do not meet operating conditions are to be resolutely shut down. Considering the characteristics of different areas, such as mountainous and plain regions, specialized guidance has been provided to 67 special equipment user units located in risk zones near rivers and mountain passes. Three emergency drills for special equipment have been conducted.

Enhancing Emergency Duty to Ensure Efficient and Smooth Response

The Changping District Market Supervision Bureau has also issued work guidelines on strengthening food safety risk prevention, catering food safety risk prevention, and special equipment safety risk prevention during the flood season, urging all types of business entities to strictly implement their primary safety responsibilities. A strict 24-hour emergency duty system is in place to ensure rapid emergency response and efficient handling of incidents, thereby building a comprehensive safety barrier for the flood season.
