Hubei Province has issued a new action plan aimed at fully empowering its transportation sector with artificial intelligence, according to a document released by the provincial transportation department.
The plan, titled the "Artificial Intelligence Plus Transportation" Action Plan, sets specific targets for the coming years. By 2028, the province aims to build more than 20 high-quality industry datasets, implement over 20 typical AI application scenarios, and explore the development of 50 data service products. By 2030, artificial intelligence is expected to fully empower every aspect of Hubei's transportation operations, forming a complete application system, technical system, and governance system.
Hubei will rely on a "1+3+N" platform system to construct a computing power foundation for the provincial transportation industry, creating a collaborative "cloud-edge-device" computing architecture. The province will also aggregate and integrate public transportation data resources from areas such as highways, port and shipping, transport, and law enforcement, promoting cross-level, cross-regional, and cross-departmental data connectivity.
The plan focuses on deepening scenario-based applications across five major areas: highways, port and shipping, logistics, travel, and industry regulation.
In the highway sector, Hubei will strengthen smart construction, management, and maintenance of roads. The province encourages the application of technologies such as digital twins, smart construction sites, and large AI models. Through multi-source fusion sensing technology combining "video, radar, and fiber Bragg grating," it will enhance monitoring of road network operations under abnormal conditions such as nighttime and severe weather on key sections.
In the port and shipping sector, leveraging the waterway regulation project on the Hanjiang River from Xinglong to Caidian, Hubei will advance the construction of a comprehensive three-dimensional intelligent sensing network for the Hanjiang waterway. It will also expand the "one map" electronic waterway system for high-grade Hanjiang waterways.
The plan explicitly encourages logistics terminals to introduce intelligent loading and unloading equipment and to connect with multimodal intelligent scheduling systems, achieving seamless "vehicle-warehouse-ship/aircraft" cargo transfer. For travel modes such as buses, subways, and ferries, it encourages the development of intelligent travel agents and the creation of a "one-code access" service.
In terms of optimizing industrial integration and development, the plan emphasizes accelerating pilot demonstrations of intelligent connected vehicles. Relying on the Wuhan national-level intelligent connected vehicle testing demonstration zone and the Xiangyang national-level internet of vehicles pilot zone, it calls for promoting commercial autonomous driving pilots in accordance with laws and regulations, actively yet prudently, and with prudent tolerance. It also supports the simultaneous planning and construction of low-altitude infrastructure alongside new and expanded highway projects, building a "low-altitude hardware foundation" covering the entire provincial highway network.
