Shanghai's Economic Commission Asserts Robust AI Infrastructure: Ample Computing Power for Models, Data for Applications, and Chips for Products

The Shanghai Municipal Commission of Economy and Informatization has highlighted the city's strengths in artificial intelligence development. According to Director Tang Wenkan, Shanghai's AI achievements reflect both its capacity for industrial innovation and its dynamic industrial ecosystem. In the field of artificial intelligence, Shanghai's confidence stems from four major advantages: coordinated industrial clusters, a super-sized urban market for application scenarios, a large supply of talent, and a comprehensive industry-finance integration system.

Director Tang outlined that Shanghai will focus on three key areas for continued optimization. The first is to further strengthen the industrial chain. In Shanghai, high-quality models do not lack computing power, excellent applications do not lack training data, and superior products do not face a shortage of chips. The city possesses nearly 10% of the nation's total computing capacity, operates the country's first public service platform for data corpora, has launched 138 registered large models, and has achieved breakthroughs in multiple intelligent computing chips. In recent years, Shanghai has annually allocated 1 billion yuan in subsidies for computing power, data, and models, while continuously implementing initiatives such as "Model Speed Shanghai," "Model Power Gathering in Shanghai," "Model Speed Smart Operation," and the AI4S "Hundred Teams, Hundred Projects" package. Particularly in embodied intelligence, nearly 40 types of humanoid robots have moved from laboratories into daily life, empowering the real economy. Last year, Shanghai-based Zhihu Yuan ranked first globally in shipments of humanoid robots.

Director Tang emphasized increasing the supply of innovative elements. In Shanghai, businesses located in the same building can form upstream and downstream partnerships, and industrial parks host potential collaborators. The city will continue developing "Model Speed Spaces" and "Model Power Communities," offering millions of square meters of industrial space in Pudong's Zhangjiang and Xuhui's Beiyang districts. It will leverage the 60-billion-yuan National AI Fund, the 22.5-billion-yuan Shanghai AI Fund of Funds, and over 100 billion yuan in social capital to drive growth. Through initiatives like the Chuangzhi Academy and FDE training programs, Shanghai will accelerate the cultivation of AI talent and establish national AI application pilot bases in healthcare, finance, and manufacturing to "one-stop" meet the development needs of AI enterprises, including OPC.

Director Tang also stressed the importance of fostering an open and vibrant environment. In Shanghai, one can resonate with global intelligence and synchronize with cutting-edge innovation. Artificial intelligence is both a young endeavor and a field for the youth. Shanghai will provide efficient services, build an international AI open-source community, establish an AI youth entrepreneurship fund, and support young entrepreneurs in developing their ventures in the city. Currently, over one-third of overseas returnees prioritize starting businesses or seeking employment in Shanghai. The city will also create high-level platforms by hosting the World AI Cooperation Organization and establishing a global AI innovation governance center. It will organize high-profile conferences, including the 9th consecutive World Artificial Intelligence Conference this year. On March 12, the China Household Appliances and Consumer Electronics Expo will be held at the Oriental Hub, showcasing the latest global intelligent consumer products. International guests are welcome to participate.
