The Shenzhen Municipal Bureau of Industry and Information Technology recently released the "Shenzhen Action Plan for Artificial Intelligence Plus Advanced Manufacturing (2026–2027)." The plan proposes promoting the application of artificial intelligence technology in key segments of the semiconductor industry chain, using AI to optimize efficiency in areas such as chip design and software coding. By leveraging AI chips as a breakthrough point, Shenzhen intends to bolster its semiconductor sector. In response to demand from AI-enabled devices such as AI phones, AI glasses, and smart robots, the plan calls for the development of high-performance, energy-efficient system-on-chip controllers. It also supports processors with novel architectures like memory-computing integration and in-memory computing. Targeting the trillion-yuan new energy vehicle market, the plan advocates for domestic substitution of 14nm and below automotive-grade high-end AI chips for autonomous driving, smart cockpit SoCs, domain controller MCUs, and central domain control SoCs or MPUs.
