Recently, the Fujian Provincial Department of Industry and Information Technology, along with seven other departments including the Provincial Development and Reform Commission, has issued the "Fujian Province 'Artificial Intelligence + Manufacturing' Action Plan (2026-2028)".
The plan sets forth a goal to cultivate 20 industrial vertical models and develop 50 high-quality AI products such as industrial intelligent agents by 2028.
It also aims to establish 100 typical application scenarios for "AI + Manufacturing" and achieve significant results in empowering the construction of the "555X" industrial clusters with artificial intelligence.
This initiative is designed to help consolidate the strengths of pillar industries, optimize and upgrade traditional sectors, foster the growth of emerging industries, and strategically plan for future industries, ultimately creating a highland for AI-driven new industrialization.
Foundation and Rationale
The plan is formulated in response to national directives on "AI + Manufacturing" actions, aiming to seize the opportunity for AI to empower industrialization.
It seeks to promote the integration of artificial intelligence across the entire process and all elements of Fujian's manufacturing sector, tailored to the province's specific industrial conditions.
Primary Objectives
With a focus on innovation, application, and scenario development, the plan aims to drive AI penetration throughout the manufacturing chain, including R&D, production, and management.
By 2028, the quantitative targets include nurturing 20 industrial vertical models and 50 industrial intelligent agents, and creating 100 typical AI manufacturing scenarios.
The comprehensive empowerment of the "555X" industrial clusters is intended to strengthen pillar industries, upgrade traditional ones, cultivate emerging sectors, and strategically position future industries, establishing Fujian as a leader in AI-powered new industrialization.
Key Strategic Tasks: AI Empowerment for Seven Major Industrial Clusters
For the Electronics and Information sector, AI will be leveraged to enhance chip design, wafer inspection, new display technologies, smart terminals, and computing server R&D, thereby improving the industry's self-reliance and controllability.
In Modern Chemical Industries, utilizing the province's petrochemical and fluorine-silicon industrial bases, technologies like digital twins and molecular simulation will be employed to shorten new material development cycles and optimize chemical production processes.
For Advanced Equipment Manufacturing, the plan involves implementing intelligent vehicle R&D platforms and strengthening the intelligent transformation of sectors such as electric vessels, construction machinery, high-end agricultural machinery, and medical equipment.
In the Textile, Footwear, and Apparel industry, AI will be applied to green chemical fibers, intelligent dyeing and printing, and AI-driven design and customization to enhance the regional brand competitiveness of clusters in Quanzhou and Putian.
The New Energy sector will see intelligent upgrades across the entire chain for power batteries, offshore wind power, hydrogen energy, and photovoltaics, aiming to build a southeastern offshore wind power innovation base.
For the 500-billion-yuan scale advantageous industries—including new materials, green food, metallurgy, light industry, and building materials/home furnishing—AI will be introduced to achieve unmanned operations in high-risk processes and enable flexible, customized cultural and creative production.
For the 100-billion-yuan scale emerging and future industries, AI will empower the industrialization of frontier technologies in robotics, biomedicine, energy conservation and environmental protection, the low-altitude economy, and hydrogen energy.
Eight Major Implementation Projects
The Technological Innovation Leadership Project will focus on breakthroughs in core industrial AI algorithms, establishing industry-academia-research innovation platforms, and improving the industry's AI standard system.
The Industrial Vertical Model Enhancement Project aims to cultivate industry-specific models for various industrial chains, promote "model-data resonance," and lower the computational threshold for model deployment.
The Full-Process Empowerment Application Project will promote smart factories, covering the entire workflow from design and production to operation, maintenance, and service, advancing flexible and green transformation in manufacturing.
The Scenario Opening and Traction Project involves launching the "Intelligence Empowers 100 Scenarios" initiative, building a supply-demand matching platform, and promoting the replication and scaling of AI solutions across the province.
The High-Quality Data Supply Project focuses on jointly building and sharing industrial datasets across industrial chains, and improving the ecosystem for data governance, circulation, and annotation services.
The Computing Power Supply and Accessibility Project aims to construct a province-wide integrated computing network to reduce corporate computing costs and promote the synergy between green power and computing resources.
The Enterprise Gradient Cultivation Project involves attracting leading AI companies, nurturing specialized and sophisticated SMEs and unicorn enterprises at different tiers, and popularizing digital transformation among small and medium-sized enterprises.
The Industrial Foundation Support Project includes building provincial-level AI industrial parks and deploying resources for AI-specific chips, industrial intelligent agents, intelligent numerical control systems, and industrial software.
Supporting Measures
For Coordination, a provincial-level task force will provide overall planning, with coordinated provincial-municipal regular scheduling to solidify implementation responsibilities across regions.
Regarding Policy and Resources, support from technological transformation funds, industrial funds, financing, land use, and talent policies will be tilted towards AI manufacturing projects.
To foster the Industrial Environment, activities such as technology matchmaking and industry training will be organized, the open-source ecosystem will be developed, and precise measures will be taken to resolve bottlenecks faced by enterprises.
Implementation Timeline
The document takes effect upon issuance and is valid until December 31, 2028.
