From October 20 to 22, by the banks of the Huangpu River in Shanghai, the 2026 Sustainable Global Leaders Conference will return once again. Nobel Prize and Turing Award winners will take the stage to discuss the future and trends of technology, and there will also be a live dialogue between internet-famous professors Michael McFarland and Xiang Biao, who help relieve anxiety and the era of intense competition.

According to the refined oil price adjustment rules, tomorrow, October 15, at 24:00, a fuel price adjustment will take place, with an estimated maximum drop of 0.19 yuan per liter.
The trend of fuel prices in this round has been full of twists and turns. At the beginning of the cycle, the estimated decline already exceeded 0.1 yuan per liter, and at one point it expanded to 0.2 yuan per liter. The latest data show that the estimated decline has narrowed slightly. The current national average fuel prices are: No. 92 gasoline at 8.59 yuan per liter, No. 95 gasoline at 9.17 yuan per liter, and No. 0 diesel at 8.36 yuan per liter. If this round is implemented as expected, No. 95 gasoline in some regions is expected to fall below 9 yuan and return to the 8 yuan range. Based on the latest data forecast, gasoline and diesel are expected to be reduced by 220 yuan per ton and 210 yuan per ton, respectively. Converted to retail prices: No. 92 gasoline is expected to drop by 0.18 yuan per liter, No. 95 gasoline by 0.19 yuan per liter, and No. 0 diesel by 0.18 yuan per liter. For an ordinary family car with a 50-liter fuel tank, filling up once can save about 9 yuan.
Friendly reminder: The above is only institutional forecast data, and international oil prices may still fluctuate during the remaining trading days. The final adjustment result should be based on the official notice from the National Development and Reform Commission. Car owners who need to refuel may want to wait a little longer. Car owners, please note that starting November 1, there will be new changes when refueling.
Starting November 1, gas stations must implement "issue invoice upon transaction." Previously, the State Taxation Administration issued the Announcement on Matters Concerning the Comprehensive Promotion of "Issue Invoice upon Transaction" in the Refined Oil Retail Sector. The announcement made it clear that starting November 1, 2026, "issue invoice upon transaction" will be comprehensively promoted at refined oil retail gas stations nationwide, achieving seamless connection between refueling transactions and invoice issuance.
What is "issue invoice upon transaction"? According to the announcement, "issue invoice upon transaction" means that after a refined oil retail gas station completes a refined oil sales transaction, it immediately issues a fully digital electronic invoice to the buyer through the tax department's Leqi platform based on the transaction data. "Issue invoice upon transaction" covers different transaction scenarios in the refined oil retail sector, including buyers paying for fuel through third-party payment platforms or internet platforms, as well as through fuel cards, cash, and other forms.
Scenario one: After a buyer refuels at a gas station and pays through a third-party payment platform, the Leqi platform should automatically issue an invoice after the buyer completes payment. For example, after a natural person, A, refuels at gas station F and pays 200 yuan through a scan-to-pay function on a payment platform, the linked platform automatically generates a general value-added tax invoice by aggregating the refueling transaction data such as oil type, refueling quantity, and unit price, and the payment amount of 200 yuan. A may pre-set the invoice title information; if not pre-set, the invoice title defaults to "individual."
Scenario two: After a buyer refuels at a gas station and completes the transaction by paying through an internet platform, the internet platform will immediately issue an invoice to the buyer with the gas station as the seller. For example, a natural person, A, finds gas station G on an internet platform X and, after refueling, pays 200 yuan through internet platform X. After payment is completed, the internet platform automatically generates an ordinary invoice with the "seller" column as gas station G and the "total price and tax" column as 200 yuan.
Scenario three: A buyer recharges and obtains a fuel card at a gas station, and when refueling, the amount is automatically deducted from the fuel card. The buyer may choose to issue a non-taxable ordinary invoice at the time of recharge, or choose to issue an ordinary invoice or a special value-added tax invoice at the time of refueling, but only one of the two options may be chosen. For example, a natural person, A, recharges 1,000 yuan at gas station H to obtain a fuel card and uses the fuel card to refuel 200 yuan. A may choose to issue an invoice for the recharge amount, and the system automatically generates a non-taxable ordinary invoice based on the transaction information with the "seller" column as gas station H and the "total price and tax" column as 1,000 yuan. This and subsequent fuel card refueling will then no longer generate invoices. For example, a natural person, A, recharges 1,000 yuan at gas station H to obtain a fuel card and uses the fuel card to refuel 200 yuan. If A chooses to issue an invoice at each refueling, then no invoice will be issued for this recharge, and the system will mark the 1,000 yuan recharge. Based on this refueling transaction information, it will automatically generate an ordinary invoice with the "seller" column as gas station H and the "total price and tax" column as 200 yuan. Subsequently, ordinary invoices will be issued one by one according to the refueling amount until the recharge amount is reduced to zero.
Scenario four: After a buyer refuels at a gas station and completes the transaction by cash, credit sale, or corporate transfer, the gas station should issue an invoice to the buyer through the Leqi platform based on the actual transaction data. For example, unit B refuels at gas station J, which uses Leqi for self-use, and pays 200 yuan in cash. After refueling is completed, the system automatically generates an ordinary invoice or special value-added tax invoice with the "seller" column as gas station J and the "total price and tax" column as 200 yuan. For example, unit B refuels at gas station K, which uses the Leqi linked platform, and pays 200 yuan in cash. After refueling is completed, gas station K needs to manually supplement payment information and other methods to generate an ordinary invoice or special value-added tax invoice on the Leqi linked platform with the "seller" column as gas station K and the "total price and tax" column as 200 yuan.
For a long time, consumers refueling and requesting invoices have commonly faced problems such as needing to provide information every time and difficulty in obtaining supplementary invoices afterward. A relevant official from the Tax Collection and Technology Development Department of the State Taxation Administration introduced that promoting the "issue invoice upon transaction" model can deeply bind the entire refueling transaction process. After consumers complete refueling payment, invoices are automatically generated and directly pushed to consumers, which can eliminate gas stations refusing to issue invoices, omitting invoices, or issuing incorrect invoices. The new "issue invoice upon transaction" model breaks down data barriers between systems, with no need for staff to enter or review information throughout the process, reducing the workload of gas station personnel.
The announcement requires that refined oil retail gas stations should achieve "issue invoice upon transaction" before November 1, 2026. If they fail to do so on schedule, tax authorities will order correction and handle the matter in accordance with relevant laws and regulations. The announcement emphasizes that tax authorities will strictly investigate and punish various behaviors by refined oil retail gas stations that evade tax supervision, such as using payment codes not belonging to their own unit to collect payments. Once verified, they will be ordered to correct in accordance with the law, fined no more than 10,000 yuan, and their illegal gains will be confiscated. If the behavior constitutes tax evasion, the taxes not paid or underpaid, late fees, and fines will also be recovered in accordance with the law. Share this with friends around you who drive.
