In the education sector, the plan outlines that during the 15th Five-Year Plan period, Beijing will accelerate the improvement of an education service system that aligns with demographic changes and socioeconomic development. The city will promote the expansion, enhancement, and balanced development of basic education, steadily broaden the scope of free education, and actively explore extending the duration of compulsory education, adding 100,000 new primary and secondary school placements. It will also advance reforms of municipal universities by category, expand enrollment capacity for high-quality undergraduate programs, and create 100,000 new higher education places. Additionally, efforts will focus on enhancing the operational capabilities of vocational schools and exploring new models for future education deeply empowered by artificial intelligence.
