Chaoyang City's Cross-Border E-Commerce Surges 2.6-Fold, Racing to the Top of the Provincial Rankings

In the first half of this year, cross-border e-commerce transaction volume in Chaoyang City exceeded 31.44 million yuan, a year-on-year increase of 261.8%, ranking among the fastest-growing in the province. All three customs supervision models have been successfully implemented, and the cross-border e-commerce industrial park has grown from nothing to a rapidly clustering hub. Cross-border e-commerce has now become a core growth driver for Chaoyang's foreign trade development.

In less than a year, Chaoyang's cross-border e-commerce sector has completed the entire journey from "starting from scratch" to "gaining momentum." Local brands are leveraging this new channel to surge into the international market, reshaping a new image of Chaoyang's production and manufacturing capabilities.

Paving Four Roads: Exporting Without "Detouring" Through Other Regions

Six months ago, the field was completely blank. Six months later, Chaoyang successfully implemented three types of customs cross-border e-commerce supervision models: 9610 (retail export), 9710 (B2B direct export), and 9810 (overseas warehouse export). This marks the establishment of a new "export channel" for new business models, eliminating the need for local companies to "detour" through other regions.

The first orders for retail export, B2B direct export, and overseas warehouse export were all completed successively. Kazuo Beiyin Paper and Plastic Packaging Co., Ltd. took the first step. The company secured a Belgian online order on the Alibaba International Station, completing the first 9710 export order and achieving a breakthrough in online B2B platform batch export business in Chaoyang City. This model addresses the customs declaration needs for companies conducting batch transactions with overseas enterprises through cross-border e-commerce platforms.

Xinghe Internet Company obtained textile orders via live-streaming sales on TikTok and shipped them to Thailand using the 9610 model, opening a retail direct-mail channel for companies to sell small-volume, high-frequency orders to overseas consumers. Chaoyang Yaojia Technology Co., Ltd. completed its first 9810 order on Amazon, achieving a zero breakthrough in cross-border e-commerce overseas warehouse exports and filling a gap in the B2B2C business model.

Behind these corporate explorations lies a clear logic: the value of each "first order" is not in its monetary amount but in verifying the feasibility of the path. Subsequent companies no longer need to experiment and can follow the established model.

Li Zhihao, head of Chaoyang Yaojia Technology Co., Ltd., is a local entrepreneur who returned home in 2024 to conduct business on Amazon using the 9810 model. His EVRCHGIEA brand makeup brushes lead in sales among similar products on Amazon, achieving a brand leap where "Made in Chaoyang" directly reaches global consumers.

Yang Xiao, Deputy Director of the Chaoyang City Commerce Bureau, stated: "Achieving full coverage of three export channels—retail direct mail, online B2B batch export, and overseas warehouse fulfillment—will drive the diversified export of the city's advantageous industries, including pet supplies, agricultural products, paper and plastic packaging, and textiles. The policy dividends from local customs clearance will gradually be released."

The same progress applies to logistics. On May 12 this year, Chaoyang Antu Refrigerated Transport Co., Ltd. launched the "Chaoyang–Moscow" TIR (International Road Transport) direct route, delivering goods to Russia in nine days. This achieved a "zero breakthrough" in Chaoyang's TIR international logistics, becoming a key logistics support for the city's cross-border e-commerce. This direct route allows local collection and shipment in Chaoyang, eliminating the need for transit and reloading in other regions, reducing inspection risks, and covering goods such as cross-border e-commerce general merchandise, equipment, and agricultural products.

Currently, the Chaoyang City Transportation Bureau is simultaneously cultivating three international road transport enterprises, which have obtained TIR certificate holder qualifications.

From Nothing to Something: E-Commerce Industrial Parks Accelerate Clustering

With the paths in place and channels open, the next question is: how to get companies truly running?

The latest statistics show that in the first half of the year, a total of 86 cross-border e-commerce entities were registered and filed with the customs system in Chaoyang City, an increase of 74 compared to the same period last year. The number has multiplied in just one year, indicating that corporate participation willingness is rapidly being activated.

From registration to operation, there is still a journey ahead. Registration does not equate to actual business operations. Talent, experience, and operational capabilities are all shortcomings that traditional manufacturing companies, new to cross-border e-commerce, need to address. The industrial parks are built precisely to solve these problems.

Since the start of this year, three cross-border e-commerce industrial parks in Beipiao, Shuangta, and Lingyuan have been officially put into operation. These parks adhere to a strategy of differentiated development, complementary advantages, and city-wide coordination.

—Beipiao focuses on creating a "resource industry belt trading park," leveraging local resource endowments and the city's industrial base in textiles, pet supplies, and agricultural products to transform resource advantages into foreign trade export advantages, integrating products with cross-border e-commerce. Additionally, the city's first self-operated platform, the "Chaoyang Cross-Border E-Commerce Platform," was launched in the Beipiao Industrial Park, offering one-stop services for "online ordering, offline settlement," and customs declaration.

—The Shuangta District Cross-Border E-Commerce Industrial Park focuses on becoming a "city-wide comprehensive incubation park," emphasizing service provider aggregation, startup incubation, talent training, and one-stop government services. It is not limited to a single product category and provides public services to all types of foreign trade entities in the city. The park has already housed 27 enterprises, with an incubation center and training base fully operational.

—The Lingyuan Cross-Border E-Commerce Industrial Park aims to become a "physical production and sales integrated park," relying on industries such as fresh-cut flower processing, apparel and light industry, and agricultural products. It emphasizes a "production and manufacturing within the park, cross-border sales simultaneously" production-sales integration model.

Ji Shuguang, head of the Shuangta District Cross-Border E-Commerce Industrial Park, said: "The role of the park is not just physical space clustering, but more importantly, lowering the entry barrier for companies. By breaking down the comprehensive operational capabilities of cross-border e-commerce, the full set of capabilities previously available only to large enterprises is transformed into standardized tools that small and medium-sized enterprises can use on demand through platformization and service provision."

At the same time, supporting services are keeping pace. The Chaoyang City Commerce Bureau, in collaboration with platforms like Alibaba International Station, has organized 13 themed training sessions covering over 700 person-times. Together with customs and tax departments, it has conducted touring guidance in 7 counties (cities) and districts, covering 207 enterprises. The Shuangta District Chaoyang Longtaida Vocational Training School has opened public welfare cross-border e-commerce training classes, running 4 sessions and training over 200 students.

One County, One Product: Forging Distinctive Paths

At the beginning of this year, Chaoyang City successively issued guiding documents such as the "Action Plan for Accelerating Cross-Border E-Commerce Development in Chaoyang City (2026-2028)" and "Several Policies and Measures to Support Cross-Border E-Commerce Development," clarifying development paths and task lists. The city has set up a special cross-border e-commerce reward and subsidy fund, offering up to 1 million yuan in rewards for industrial park construction and up to 1 million yuan in subsidies for platform service projects, using tangible financial support to drive industry breakthroughs.

Furthermore, various meetings promoting cross-border e-commerce development, on-site progress meetings, and cross-border e-commerce advancement meetings have been held to coordinate efforts across counties (cities) and districts, forming a working pattern of city-county linkage and collective effort.

Currently, the "one county, one product" cross-border e-commerce export pattern is rapidly taking shape across Chaoyang City. Industrial chains characterized by Jianping cat litter, Beipiao pet supplies, and Lingyuan fresh-cut flowers are becoming the most explosive core growth poles in Chaoyang's cross-border e-commerce landscape.

Beipiao City is strongly emerging in the pet economy track. Pet supply companies, represented by Beipiao Hapu, precisely capture overseas market demand and consumer personalization. Adopting a "buy global, sell global" model, they source high-quality raw materials globally to reduce costs upstream and produce customized products for overseas client demands downstream, steadily expanding overseas market share. Beipiao City contributed over 77% of Chaoyang City's total cross-border e-commerce transaction volume in the first half of the year—24.2986 million yuan. Beipiao also established the province's first county-level cross-border e-commerce association, building a development ecosystem integrating "platform + association + park."

Lingyuan City, known as the "Flower Capital of the North," exported its first batch of fresh-cut flowers worth 255,000 yuan to Russia in the first half of the year. This opened a cross-border export channel for fresh agricultural products, achieving a zero breakthrough in fresh agricultural product cross-border exports. Lingyuan is currently building a fresh-cut flower disinfection and inspection system. Once completed, it will enable local disinfection, effectively extending the lifespan of flowers.

The logic in Jianping County is different. With abundant bentonite resources and a concentration of cat litter companies, the county established a pet cat litter association. Leveraging the association's strength to integrate resources and standardize production, it guides companies in developing cat litter products tailored to the international market, promoting a "cross-border e-commerce + cat litter" development model. Currently, companies like Jianping Cat Litter Cross-Border E-Commerce Co., Ltd. and Liaoning Yaosen Aichong Technology have achieved "going global via the internet" through cross-border e-commerce platforms, with cat litter reaching global markets through JD International and Alibaba International Station, and overseas orders continuously growing.

Companies like Chaoyang County Fengmai Food and Kazuo County Jiahe Precision have launched on the Alibaba International Station to conduct business. In Longcheng District, four companies—Shuizhu Business, Laijimi Pets, Boaige, and Longrui Equipment—have actively positioned themselves in the cross-border e-commerce track, steadily expanding their business scale.

Behind the "one county, one product" approach is not starting from scratch but leveraging the existing local industrial base and using the new channel of cross-border e-commerce to revitalize idle production capacity.

Jiang Xin, Section Chief of the Import Division of the Chaoyang City Commerce Bureau, introduced that according to the "Action Plan for Accelerating Cross-Border E-Commerce Development in Chaoyang City (2026-2028)," Chaoyang will focus on building three core cross-border e-commerce specialty industrial belts: automotive parts, pet supplies, and agricultural products. It will also cultivate rubber tires, hardware tools, paper and plastic packaging, new metal materials, and medical equipment as future directions. The city plans to build cross-border e-commerce industry clusters and product selection display centers in batches, with the goal of establishing over three cross-border e-commerce specialty industrial belts by 2028.

From "0" to 31.44 million yuan, the story of cross-border e-commerce is just beginning its first chapter. Heading towards the next 31.44 million yuan, the future of Chaoyang is on the path forward.
