Shanghai has unveiled a new action plan aimed at accelerating the integration of artificial intelligence across its industrial services sector, targeting a penetration rate of more than 85% by 2028.

The "Shanghai Action Plan for Accelerating AI-Empowered High-Quality Development of Industrial Services (2027-2028)" was recently issued, according to the Shanghai Municipal Commission of Economy and Informatization.

The plan's overarching goal is to use full-chain AI empowerment as a driving force, with next-generation intelligent manufacturing as the main direction of attack, implementing a "model-driven Shanghai services" initiative to comprehensively elevate the supporting capacity of industrial services.

Key focus areas include research and development design, supply chain services, flexible manufacturing services, quality inspection, and equipment operation and maintenance, all aimed at strengthening the core competitiveness of the industry.

By 2028, the plan seeks to achieve an AI application penetration rate of over 85% in industrial services and to cultivate 10 digital-native unicorn enterprises.

The action plan also specifies the construction of five industry-level collaborative design platforms, with a focus on key sectors such as high-end equipment and complete vehicle manufacturing to enhance supply chain resilience and security.

It also calls for promoting 500 high-quality enterprises to build flexible manufacturing service systems and create advanced-level smart factories in Shanghai.

Embedded quality inspection will be popularized in key industries including integrated circuits and new energy vehicles.

Furthermore, the plan aims to further improve predictive maintenance service capabilities for equipment.
