On October 13, coinciding with the 2026 World Standards Day, during the 2026 New Industry Standardization Pilot Forum held today, a batch of heavyweight achievements were unveiled, including the general report of the New Industry Standardization Development Report (2026) and four future industry standardization research reports covering fields such as embodied intelligence, brain-computer interfaces, biomanufacturing, and hydrogen energy.
The world's first standard vertical domain large model "Tongdao" announced its upgrade, with "Tongdao" 3.0 making its debut, reshaping the standardization work paradigm and marking a shift in standardization work from "human-led" to "human-machine collaboration".
Among the four future industry standardization research reports, the Embodied Intelligence Ethics Governance Research Report directly addresses the new challenges brought by intelligent devices moving from the virtual digital world into real physical space, constructing a full-lifecycle governance system integrating institutional, technological, and enterprise implementation dimensions, providing the first set of ethical operational benchmarks for embodied intelligence transitioning from the laboratory to the real world; the Brain-Computer Interface Industry and Standardization Analysis Report focuses on the critical window period for China's brain-computer interface to leap from technological breakthroughs to industrialization, systematically benchmarking against industry needs, providing regulatory authorities and industry entities with a clear standardization implementation path, and bridging the "last mile" for brain-computer interface standards from "usable" to "user-friendly"; the Biomanufacturing Standardization Research Report (2026) employs a "multi-dimensional reasoning" methodology throughout the entire biomanufacturing chain, mapping out a "full-chain standards map" and prospectively planning a standards roadmap for 2026-2035, laying the standardization foundation for biomanufacturing to move from scattered innovation to systematic development; the Hydrogen Energy Industry Standardization Roadmap in the Industrial and Information Technology Field is positioned at the critical juncture of the hydrogen energy industry moving from demonstration exploration to large-scale development, focusing on two major directions of hydrogen energy equipment and industrial applications, accelerating the filling of standards gaps, building a standards system for hydrogen energy equipment and industrial applications, and setting benchmarks for the large-scale and commercial deployment of the hydrogen energy industry.
At the forum, four major digital-intelligent tools were also unveiled: "Qiusuo" Artificial Intelligence National Standard Evaluation Benchmark 4.0, "Shuyuan" DataKernel Data Evaluation System 2.0, "Hengxin" Integrated Circuit Series Testing Benchmark 1.0, and "Tansuo" Panoramic Carbon Intelligence Toolset 1.0, setting standards and benchmarks for key areas including artificial intelligence, data, integrated circuits, and green low-carbon development.
The forum also held the establishment ceremony of the Space Photovoltaics Standard Special Group under the National Solar Photovoltaic Energy System Standardization Technical Committee, as well as the launch ceremony of the Quality Enterprise, Automobile, Lithium Battery, and Photovoltaic Compliance Special Groups under the Industrial and Information Technology Rule of Law and Compliance Construction Standardization Working Group, and released two important standards: General Technical Requirements for Artificial Intelligence Operating Systems and Permission Management Requirements for Artificial Intelligence Operating Systems.
Notably, the establishment of the Space Photovoltaics Special Group extends standardization work from ground-based industries to the space economy track, providing energy standard support for satellite internet and space computing power through building a cross-disciplinary collaborative platform between photovoltaics and aerospace.
In addition to the above achievements, the main forum also released the "15th Five-Year Plan" New Industry Standardization High-Quality Development Initiative. More than ten standards governing bodies in the industrial and information technology field jointly proposed the initiative, focusing on national needs, industry direction, and public expectations, giving full play to the bridging role of standardization organizations, and contributing standardization strength to continuously strengthening and expanding advanced manufacturing.
