Hua Xia Bank Faces Customer Complaints Over Unannounced Changes to Credit Card Annual Fee Waiver Rules

The sudden tightening of rules and inconsistent enforcement standards severely harm the legitimate rights and interests of existing cardholders.

Cardholders generally contend that the bank's 2025 promotional promises constituted a service agreement. The unilateral refinement and tightening of the points redemption rules in 2026 represents a one-sided amendment of standard contract terms by the bank, seriously infringing on cardholders' rights. As Hua Xia Bank Co.,Limited did not adequately inform existing users or establish a reasonable transition period for announcement, the new rules should not be binding on customers approved in 2025.

Without clear notification to and explicit consent from cardholders, this new restriction lacks legal effect on them. Informing cardholders of the usage restrictions only after they have participated in point-gifting activities and formed reasonable expectations violates the principle of fairness.
