Two engineering bureaus under China Railway Construction Corporation Limited (ASX: 601186) have both secured first place in a new round of project bidding in Shandong, with the two contracts being quite different in nature. One is an EPC contract for a synthetic sapphire production project with a total bid exceeding 2.5 billion yuan, and the other is a deep water treatment project for a water plant in Laixi's urban area, with the combined bids totaling approximately 2.714 billion yuan.
The larger of the two is the design, procurement, and construction EPC general contract for the Zhongzhou Jianxin (Qingdao) synthetic sapphire production project. The first-place winner is China Railway 15th Bureau Group Co., Ltd., with a bid price of approximately 2.578 billion yuan. This single contract accounts for the vast majority of the total amount across this batch of projects. A 2.5 billion yuan-level industrial project carries significant weight in the building construction and industrial engineering market, and the EPC model integrates design, procurement, and construction directly into a single general contracting system. Once the project actually enters the implementation phase, the construction unit will not only face the main factory building—the pace of design development and equipment procurement in the earlier stages will also affect subsequent construction arrangements.
Synthetic sapphire projects are quite different from ordinary residential or commercial projects. Industrial projects ultimately serve production lines, and the building is only one part of the whole. When equipment foundations are handed over, whether installation conditions have been reserved in advance, and whether various disciplines within the factory building can be smoothly coordinated—these matters often require more effort than simply completing the main structure. This is especially true for EPC projects: if early-stage design is disconnected from construction, adjustments later can easily trigger a chain of issues. China Railway 15th Bureau has traditionally been more familiar for its railway and highway businesses, but with a 2.5 billion yuan-level industrial EPC project now on the table, it is difficult to view the company solely as a railway construction enterprise anymore. It has become increasingly common for large engineering bureaus to enter industrial factory buildings and industrial bases; where the project is located and whether the construction scale is sufficient often matter more than past industry boundaries.
The other project is in Laixi. For the design and construction general contract of the 100,000 cubic meter per day deep water treatment project at Laixi City's urban water plant, the first place was won by a consortium composed of Qingdao Changyang Construction Engineering Co., Ltd., China Railway 25th Bureau Group Co., Ltd., Nanjing Municipal Design and Research Institute Co., Ltd., and Shandong Zhengyuan Construction Engineering Co., Ltd., with a bid price of 135,892,560 yuan, approximately 136 million yuan. The project covers an area of 66,500 square meters and involves building a new deep water treatment system with a daily treatment capacity of 100,000 cubic meters, along with 1,500 meters of water transmission pipelines. Existing valve wells, inspection wells, and other supporting facilities will also be improved, and a smart control system will be included in the construction scope.
The water plant project is much smaller in value than the sapphire project, but its construction content is quite specific. Once the 100,000 cubic meter per day deep treatment system is built, the earlier civil works, equipment foundations, and pipeline construction must be integrated, followed by water treatment equipment and control systems. A water plant is not finished once the buildings are completed; whether it can operate stably can only truly be determined after equipment installation and system commissioning. China Railway 25th Bureau is one of the consortium members this time, with units covering design, municipal construction, and engineering construction all within a single consortium. Water treatment projects inherently involve multiple professional disciplines, so this combination is not surprising—the site requires civil works, municipal pipelines, and equipment systems, and it is unrealistic for a single company to handle all disciplines alone.
Putting the two projects side by side—one is a 2.5 billion yuan-level industrial EPC, and the other is urban water supply deep treatment—there is almost nothing similar between them. This also reflects the current state of project acquisition by central state-owned engineering enterprises. Railways and highways are still being built, and markets such as industrial factory buildings and municipal water services cannot be abandoned either. China Railway 15th Bureau is directly entering large-scale industrial projects, while China Railway 25th Bureau is participating in water plant construction through a consortium, showing that project types have already expanded widely. Based on the currently announced first-place bid prices, the two projects total approximately 2.714 billion yuan. Among them, the Zhongzhou Jianxin Qingdao synthetic sapphire production project is the absolute majority, with China Railway 15th Bureau's single project approaching 2.6 billion yuan. If subsequent procedures proceed smoothly, these two projects will respectively enter industrial construction and water service construction sites. One will test how EPC compresses design and construction together, and the other will test how the water treatment system and municipal supporting facilities connect. China Railway Construction Corporation Limited's newly added projects in Shandong this round have already demonstrated their scale.
