Power Supply Issue Resolved for 39 Street-side Shops

Walking into the street-side shops of Taiheyuan Community on Wuyi Road in Chengzhong District, one can find a variety of daily necessities, fresh produce, and dining options. Shop owners, while diligently running their businesses, have also found reassurance in stable electricity supply. However, the power outage crisis earlier this year remains a lingering concern.

"The most critical aspects of running a shop are basic water and electricity supplies. Without power, we simply can’t operate," said one shop owner. "Fortunately, the issue was resolved smoothly—otherwise, we’d have had to close down."

The problem began on March 14. That afternoon, 39 street-side shops in Taiheyuan Community experienced a sudden collective power outage. Shop owners promptly contacted the 12345 government service hotline, reporting, "Due to disputes over shared electricity costs, the power company cut off supply to the shops, severely impacting business." This brief complaint highlighted the underlying electricity management challenges.

According to sources, the street-side shops were managed by Xining Longju Property Management Co. Since taking over on January 1, 2024, the company had struggled with electricity fee collection and management. "After temporarily assuming responsibility for these shops, we discovered chaotic wiring issues. Despite multiple inspections by the power company, the root cause remained unresolved, forcing us to cover the additional 'electricity loss' costs," explained Manager Ding of Xining Longju Property Management.

The discrepancy between the shops’ combined electricity usage and the main meter amounted to approximately ¥10,000 monthly. While the company initially intended to distribute this cost among the shops, some merchants refused to cooperate. By the time of the outage, the property management firm had already advanced ¥120,000 in unpaid fees.

Despite repeated negotiations between the community and the property management company—led by Xining Longju—to resolve the issue, delays in securing project funding and other complications led to the collective power cutoff.

At 5 PM that day, Shangbinhe Road Community in Chengzhong District’s Yinmajie Subdistrict swiftly activated an emergency response. The community’s Party Secretary arrived on-site promptly, collaborating with the district’s Market Supervision Bureau and the power company to restore electricity. By 7 PM, power was reinstated, alleviating the immediate crisis.

However, temporary restoration was not a long-term solution. To address the root problem, Shangbinhe Road Community organized a multi-party meeting involving the Market Supervision Bureau, the power company’s district representative, Xining Longju Property Management, and shop owners. After extensive discussions, a consensus was reached:

1. All merchants would share the outstanding electricity fees, with Xining Longju covering any remaining balance. Full payment was made to the power company by March 17. 2. State Grid would fully fund the installation of individual meters for each shop, resolving the shared cost dilemma. 3. The power company would commence construction on March 18 to implement the meter separation project, permanently solving the electricity management issue.

On March 17, construction teams conducted a thorough site inspection to ensure smooth progress the following day. Meanwhile, shop owners actively paid their dues, and the property management company transferred the full outstanding amount to the power company by 10 AM.

Merchants praised the swift response and resolution by the community, Market Supervision Bureau, property management, and power company, commending their commitment to addressing public concerns. "Without the community’s intervention, we wouldn’t have known what to do," remarked the owner of Guo Quan Shi Hui, expressing gratitude for the efficient coordination that reinforced their sense of belonging and well-being as residents.

Following the resolution, Xining Longju Property Management relinquished electricity fee collection rights for the street-side shops to the power company, no longer bearing losses from electricity discrepancies.

While seemingly minor, electricity issues significantly impact business operations and the livelihoods of 39 families. The proactive resolution by Shangbinhe Road Community exemplifies its efficiency and dedication to prioritizing residents’ needs, ensuring merchants now enjoy reliable and worry-free power supply.
