Disaster Relief: Delivery Companies Rush to Aid Nagqu, Tibet

At 10:33 PM on October 22, a magnitude 7 earthquake struck Baqing County in Nagqu City, Tibet Autonomous Region. Following the disaster, the Tibet Autonomous Region Postal Administration (hereafter referred to as the "Tibet Bureau") immediately deployed and coordinated efforts, organizing the Nagqu City Postal Administration to investigate and verify the industry's disaster situation, and providing overall guidance for postal and express delivery companies in the jurisdiction to act swiftly, fortify the delivery lifeline in the quake zone, and fully participate in emergency rescue and relief material transport support.

According to preliminary inspections by the Tibet Bureau, postal and express delivery outlets in Baqing County town as well as Suo County and Biru County are generally operating normally, with no reports of casualties received so far; all staff at outlets in the epicenter townships of Maru and Gangqie have safely evacuated outdoors, and the outlets have suspended operations in accordance with local requirements while simultaneously preparing to set up temporary service points. Follow-up inspections revealed that the wall of the confidential room in Suo County was damaged, and the Tibet Bureau has coordinated with the Tibet Autonomous Region Postal Branch to recommend relocating the site to protect confidential documents and personnel safety. Affected by the earthquake, rockfalls have occurred on some sections of the roads toward Baqing and Suo County as well as National Highway 317, with two-way traffic control and staggered releases, causing delays in mail and parcel delivery times; other outlets in Nagqu city proper have not been affected for the time being.

Under the unified guidance of the Tibet Bureau, various delivery companies acted upon orders, quickly launching emergency response plans, simultaneously inspecting outlet and personnel safety while mobilizing personnel, vehicles, and supplies for earthquake relief. Overnight Rescue: Shouldering Social Responsibility

Nagqu Postal launched an emergency response immediately, strictly implementing the deployment requirements of the Nagqu Municipal Party Committee, Municipal Government, and the Tibet Postal earthquake relief emergency plan, firmly shouldering the social responsibility of a central state-owned enterprise, and swiftly engaging in all earthquake relief support efforts. At 11 PM on October 22, more than 40 members of the Nagqu Postal Party (Youth League) commando team completed an emergency assembly in freezing temperatures of minus 8 degrees Celsius and rushed to the Nagqu City material reserve warehouse, carrying out overnight loading and unloading of disaster relief supplies such as tents, quilts, and food, loading a total of more than 8,200 items onto trucks. Nagqu Postal took the initiative to act, urgently mobilizing 16 vehicles for citywide relief material transport, and specially arranged large-capacity postal vehicles of 5 tons and above as the backbone emergency transport force, maintaining 24-hour standby response, cooperating with the dispatch needs of the municipal government, Municipal Development and Reform Commission, Municipal Commerce Bureau, Municipal Transport Bureau, and other departments, and making every effort to ensure emergency supplies are delivered safely and efficiently to the disaster front lines. To prevent mail from being stranded and accumulating due to the earthquake, Tibet Postal urgently coordinated 7 additional vehicles, which have now successively arrived at the Nagqu Mail Processing Center, carrying out orderly mail transfer and processing to ensure the city's postal delivery channels remain stable, orderly, and unobstructed. On the morning of October 23, the principal responsible person of Nagqu Postal led a team to the earthquake disaster front lines, participating on the ground in disaster assessment, rescue assistance, logistics support, and other work, fully cooperating with local government in implementing all emergency rescue and relief tasks.

SF Express completed inspections of outlets in the quake zone at the earliest opportunity, confirming that all employees and their families are safe. The company mobilized more than ten emergency volunteers and 5 4.2-meter cargo vehicles from Lhasa on standby, with the first transport vehicle departing Lhasa for Nagqu overnight. At around 11 PM on October 22, 20 SF Express employees formed a volunteer team and worked through the night to assist the local government in carrying relief supplies such as tents, completing the loading and unloading of 16 truckloads of supplies by 4 AM on October 23. On the afternoon of October 23, SF Express dispatched 2 more vehicles carrying cotton clothing, bedding, heating equipment, and other supplies to the relief command centers in Maru and Gangqie townships. The SF Express Charity Foundation simultaneously partnered with the One Foundation to allocate 30 cotton tents from the Chengdu disaster preparedness warehouse to Baqing to ensure transitional resettlement for affected residents.

Responding to requests from relevant units, JD Logistics (ASX: 02618) responded swiftly, urgently transporting nearly a thousand items of donated supplies, including warm clothing, ready-to-eat food, emergency medicine, folding beds, and several tons of vegetables and ingredients. All supplies have now been loaded by dedicated personnel onto dedicated vehicles and are being rushed to the Nagqu earthquake disaster area in Tibet, making every effort to guarantee the basic living and cold-weather needs of affected residents. At the same time, several couriers from JD Logistics' Nagqu County operation, including Tashi Gonpo and Tsering Wangdui, have joined as volunteers in local material transfer and unloading work. In addition, while ensuring the absolute safety of stations and personnel, the JD Logistics Nagqu Sêni station is actively ensuring normal delivery of local express parcels, making every effort to maintain daily supply support for residents in the disaster area. Currently, JD Logistics has reserved 20 large trucks locally, available at any time for deployment by departments and organizations transporting relief supplies.

Emergency Response: Opening "Green Channels" for Relief Supplies

ZTO Tibet Management Center verified the situation of affected outlets at the earliest opportunity, confirmed no casualties or property losses, and fully activated its earthquake emergency plan. It opened "green channels" for various types of relief supplies, giving priority to transit and delivery of relief supplies sent by governments and public welfare organizations to the disaster area, proactively providing transport capacity support, and steadily advancing the restoration of delivery services in the quake zone. YTO launched its emergency response mechanism immediately, with headquarters coordinating with the Sichuan provincial region to establish an emergency rescue team, extensively mobilizing forces to assist Baqing County in Nagqu. Currently, YTO has jointly determined an aid plan with the Tibet Zhejiang Chamber of Commerce and the Tibet Taizhou Chamber of Commerce, raising charitable funds and emergency supplies based on the needs of the disaster area. On the afternoon of October 23, YTO vehicles loaded with convenient and durable food, daily necessities, and cold-weather supplies departed from Lhasa, Tibet, heading for the Baqing disaster area. YTO's Nagqu Baqing outlet is operating smoothly, with dedicated personnel and vehicles on standby for the disaster area, maintaining constant contact with key areas, and preparations completed for transport vehicle reception, material handover, and subsequent transfer, coordinating the connection of all stages to ensure supplies reach as quickly as possible.

STO adhered to the principle of "personnel safety first," with the Sichuan-Tibet provincial region conducting overnight safety inspections of outlets in the quake zone, confirming that employees at Baqing and surrounding outlets are safe and that facilities are generally stable. On the basis of ensuring personnel safety, STO dynamically adjusted transport routes, coordinated transport capacity resources, closely monitored road control information, ensured smooth livelihood delivery channels, and maintained standby readiness to provide logistics support for emergency supply transport and post-disaster reconstruction. Yunda headquarters contacted the affected outlets in Nagqu at the earliest opportunity, immediately launched its emergency response mechanism, and established a dedicated earthquake relief working group to inspect personnel safety, parcel safety, and outlet asset damage one by one. According to confirmation by the responsible person of outlets in Nagqu's jurisdiction, all Yunda on-duty staff are safe, and outlet parcels and operating facilities are generally secure. Yunda headquarters' public welfare team and Tibet regional emergency transport capacity have completed assembly and standby, and will actively respond to dispatch orders from relevant departments based on actual relief and rescue needs, making every effort to ensure relief material transport, fulfilling corporate social responsibility through practical action, and supporting the orderly advancement of earthquake relief work.

Cainiao coordinated with Alibaba to urgently launch an emergency response, with the first batch of 3,700 boxes of food and drinking water departing at 11 AM on October 23, expected to arrive in Baqing by evening that day. In response to the high-altitude and extreme cold characteristics of the quake zone, 50 tons of fresh vegetables and warm supplies were urgently procured and shipped simultaneously. Humanitarian relief emergency kits prepared by Alibaba Charity in partnership with the China Rural Development Foundation and charitable merchant partners, containing blankets, disinfection supplies, feminine hygiene products, and other materials, were shipped from Lhasa and other merchants that afternoon to meet the urgent living needs of residents in the disaster area. Next, the Tibet Bureau will continue to track the disaster situation, road conditions, and outlet safety, continue to guide the delivery industry in leveraging its network and transport capacity advantages, coordinate emergency supply transport and delivery service support work, and contribute to earthquake relief and post-disaster recovery.
