Qinghai Implements Multiple Measures to Promote Traditional Chinese and Tibetan Medicine Innovation

On February 5, it was announced at the 2026 Provincial Traditional Chinese and Tibetan Medicine Work Conference that during the "14th Five-Year Plan" period, Qinghai province has continuously strengthened top-level design for its traditional medicine sector. Efforts have focused on preserving authenticity while fostering innovation, deepening reforms, and leveraging unique advantages to achieve high-quality advancement in the field. Major projects for the revitalization of traditional medicine are being steadily implemented, with progress in building a high-quality and efficient service system. Among the achievements, the Guoluo Prefecture National Characteristic Traditional Chinese Medicine Hospital has been completed and put into operation, while the National Traditional Chinese Medicine Regional Medical Center is expected to begin formal operations this year. Hainan Prefecture has been selected as a national pilot zone for the inheritance and innovative development of traditional medicine. Significant results have been seen in specialty development, with traditional Chinese and Tibetan medicine deeply integrated into the public health system. Health management rates using traditional medicine have reached 76.48% for seniors over 65 and 92.75% for children under 3. Innovation through the integration of traditional Chinese and Western medicine has been deepened, with the main structure of the flagship integrated hospital affiliated with Qinghai University Hospital now completed. Provincial traditional Chinese medicine and Tibetan medicine hospitals, along with the Tibetan Medicine Research Institute, are actively participating in the construction of the Plateau Medical Research Center, promoting deep integration of industry, academia, research, and application. The national standard "Tibetan Medicine Disease Classification and Codes," developed in collaboration with Tibet and other regions, has been officially released. Thirteen professional Tibetan medicine databases and the Qinghai Tibetan Medicine Information Network Platform have been established, facilitating the fusion of traditional medicine with modern technology. Seventeen provincial-level cultural education and promotion bases for traditional medicine have been set up, and activities such as "Traditional Medicine Culture Enters Campuses" have been launched. A provincial lecture series brand has been created, along with events themed around the 24 solar terms and Qinghai's traditional medicine practices, including night market experiences, technical competitions, and herb identification activities. Cultural and creative products have been developed to make traditional medicine more accessible to daily life. Integration of traditional medicine culture with tourism and wellness has been promoted, alongside expanded international exchanges to introduce these practices globally. Coordination among medical services, insurance, and drug supply has been enhanced. Building on the national medical insurance catalog, 60 ethnic medicines have been added to the provincial reimbursement list. Qinghai has taken the lead nationally by establishing a medical insurance catalog for preparations from Tibetan and Mongolian medical institutions, incorporating 5,310 preparations from 531 ethnic medicines and 202 traditional Chinese medicine preparations into coverage. Additionally, 150 commonly used Tibetan medicine decoction pieces have been included, with corresponding granular formulations also covered under clear payment standards. The scope of medical service coverage has been expanded, with 153 characteristic ethnic medical services and 32 new ethnic medical technologies added to the catalog. Of the 640 provincial ethnic medical service items, 564 (88.13%) are now reimbursable, effectively reducing medical burdens for the public and particularly meeting the medication needs of rural and pastoral communities.
