On October 19, Chongqing held a press conference themed "Starting the 15th Five-Year Plan and Building a Modern New Chongqing" — Wulong Striving to Walk the Path of High-Quality Development in Mountainous Regions. Wei Xinggui, Deputy Secretary of the Wulong District Party Committee and District Mayor, introduced the district's measures to optimize its industrial layout and support the high-quality development of the city's manufacturing sector.
The Chongqing Municipal Party Committee has set forth for the Wuling Mountain area of southeastern Chongqing the goals of grounding in the greater Wuling region, protecting the broader ecology, building major transportation networks, developing major industries, and strengthening major cultural tourism. Based on Wulong's actual conditions, the district has adopted a differentiated development approach: rather than competing on total volume, it competes on quality, deeply cultivating a distinctive track of "small but refined, small but distinctive, small but specialized, and small but excellent," actively integrating into the city's "33618" modern manufacturing cluster system, and prioritizing the layout of four distinctive sectors: clean energy, food and agricultural processing, auto and motorcycle parts plus low-altitude manufacturing, and green materials.
First, leveraging its abundant water, wind, and shale gas resources, Wulong will prioritize strengthening clean energy. In hydropower, relying on water resources such as the Wujiang and Furongjiang rivers, five medium-sized hydropower stations including Yinpan and Jiangkou have already been built, forming stable power generation capacity. The Baima Navigation-Power Hub and the Yinpan Pumped-Storage Project are under accelerated construction and will be continuously advanced and gradually put into operation during the 15th Five-Year Plan period. A 1.2-million-kilowatt Baima Pumped-Storage Project is also being planned in parallel to further enhance peak-shaving capacity. In wind power, six wind farms including Siyanping have been completed. Entering the 15th Five-Year Plan period, Wulong will orderly advance the construction of nine wind farms including Shuanghe Wind Farm, continuously tapping the potential of mountainous wind energy resources. In shale gas, there are currently 36 drilling platforms and 152 wells, with annual output value exceeding 1 billion yuan. During the 15th Five-Year Plan period, development of drilling platforms such as the Baima block will be accelerated to further unlock production capacity. By the end of the 15th Five-Year Plan, the district's installed clean energy capacity is expected to exceed 4 million kilowatts, and annual shale gas output value is expected to surpass 2 billion yuan. By 2030, 10 billion kilowatt-hours of green electricity can be transmitted outward annually, and clean energy output value is expected to exceed 5 billion yuan.
Second, Wulong's unique mountainous climate creates favorable conditions for developing the food and agricultural processing industry. On one hand, the district will continue to strengthen local distinctive brands. Wulong sweet potato starch noodles have entered nearly 80% of hot pot restaurants in Chongqing, and Wulong is also the city's only fresh mutton supply base for Hong Kong. The district will continue to support local enterprises producing sweet potato starch noodles and dried tofu to expand production and improve quality, stabilizing the domestic market while exploring overseas sales channels. On the other hand, it will continue to introduce new projects and develop new products. Relying on high-quality native ingredients, the district has developed distinctive deep-processed products such as gallnut honey yogurt, eagle tea beer, and tea crisps. This year, new projects for deep processing of matcha, high-mountain edible fungi, honey, and bowl-served mutton were introduced. Newly launched strontium-rich mountain spring water and functional beverages were widely recognized at the Western China International Fair. At the same time, long-chain processing projects are being extended, with the Leyuan Fruit and Vegetable Processing Park completed, creating a full industrial chain of orange juice, orange oil, pectin, and feed pellets, achieving full-value utilization of citrus resources — what is called "squeezing every last drop." Once all projects are fully operational, they can process over 600,000 tons of fresh fruit annually with an output value of 2 billion yuan. By 2030, the district's food and agricultural processing output value is expected to exceed 4 billion yuan.
Third, in addition to strengthening industries based on local resources, Wulong is proactively aligning with the city's industrial clusters and seizing the opportunity of Chongqing's trillion-yuan intelligent connected new energy vehicle industry to develop auto and motorcycle parts plus low-altitude manufacturing. Focusing on the sub-tracks of lightweight, low-energy-consumption, and low-emission production, the district will prioritize developing supporting industries such as aluminum alloy components and new energy vehicle kits. In recent years, enterprises such as Gangyang, Maode, and Fudong Machinery have been cultivated and introduced. Among them, Gangyang crankshafts hold a domestic market share of over 60%, ranking first nationwide. Leveraging the construction of one of the nation's first batch of "high-quality outdoor sports destinations," during the 15th Five-Year Plan period Wulong will also develop distinctive manufacturing of drones and outdoor sports equipment. By 2030, the sector's output value is expected to exceed 3 billion yuan.
Fourth, extending downward along the shale gas industrial chain and tapping new space for circular utilization, the district will develop the green materials industry. Wulong's recoverable shale gas reserves exceed 1 trillion cubic meters. One path is the resource utilization of oil-based drilling cuttings. The Zhongjida drilling cuttings development project has been introduced to promote full resource utilization of waste residue, separating and recovering high-quality oil products while processing solid tailings into cement intermediate materials and barium sulfate chemical raw materials, making the most of every resource. Another path uses shale gas as a raw material to produce high-end carbon nano superconducting materials, which can be applied in new energy batteries and chips, filling a capacity gap in southwestern China. By 2030, the district's green materials industry output value is expected to exceed 1 billion yuan. In the first eight months of this year, the district's above-scale added value grew by 21.3%, ranking second in the city. During the 15th Five-Year Plan period, Wulong will thoroughly implement the spirit of the city's meeting on continuously expanding and strengthening advanced manufacturing and accelerating the upgrading of the "33618" modern manufacturing cluster system, focusing on scientific and technological innovation empowerment, strengthening investment promotion, and providing precise services to enterprises, promoting the quality improvement and capacity expansion of eco-industry, and striving to double both manufacturing output value and above-scale industrial gross output value by 2030.
