According to local media reports, South Korea's top financial regulator signaled on Tuesday that authorities may consider imposing investment limits on single-stock leveraged ETFs for retail investors if necessary.

Reports of potential limits on retail leveraged ETFs come at a time when the South Korean market, known as a 'barometer for AI computing power,' has experienced frequent volatility. The Philadelphia Semiconductor Index has entered a bear market. SK Hynix, a rival and the largest memory chip competitor, which recently listed American Depositary Receipts (ADRs) in the US, also saw its shares in Seoul fall over 11% on Tuesday. As CXMT lists on China's A-share market, plunging SK Hynix stock and questions about Nvidia's financing put the AI computing chain under a major stress test. The global semiconductor sector faced a massive sell-off on Tuesday, triggered by a triple threat: doubts about AI capital expenditure returns, persistent concerns about an AI bubble burst fueled by Nvidia's 'circular financing,' and rising competition from Chinese memory chip makers. This has strengthened market concerns about a circular system where 'the supplier finances the customer, and the customer then buys the supplier's products.' However, it must be emphasized that this remains a negotiation proposal cited by media from insider sources, is not yet a final agreement, and the media has stated it cannot independently verify the information.

Meanwhile, CXMT surged 466% on its first day of trading, raising 57.92 billion yuan and achieving a market capitalization of around 3.3 trillion yuan. This has led the market to begin pricing in the significant pressure that a large-scale capacity expansion by China's DRAM giant, after its IPO, could place on global DRAM prices and the long-term DRAM market share of the two dominant Korean memory chip leaders.

South Korea's brake on leveraged ETFs signifies a transition for the AI super bull market from a 'leverage flywheel' to 'cash flow verification.' The 'Black Tuesday' crash is more accurately interpreted not as a debunking of the AI bull market, but as a shift in its pricing mechanism. This mechanism is moving away from retail leverage, momentum chasing, and limitless capex imagination towards order quality, balance sheets, free cash flow, and genuine end-user demand. What South Korean regulators are removing is the financial amplifier of the AI rally, not the computing power itself needed for data center construction. The real determinant of whether the bull market can continue will be whether the hundreds of billions of dollars in capex can be converted into sustainable free cash flow growth.

In the short term, restricting leveraged ETFs could weaken the rebound potential and accelerate the clearing of remaining positions. However, in the medium term, it could help eliminate mechanical buying and selling, allowing Samsung, SK Hynix, Micron, and global semiconductor stocks to be repriced based on the progress of HBM, DRAM, and 3D NAND technology updates, long-term order and supply agreements, product mix, and return on capital.

The global semiconductor sell-off triggered by the Korean deleveraging and de-concentration process does not mean the global AI data center construction cycle itself has been invalidated. This is primarily because the leverage from Korean retail investors was driving secondary market valuations and volatility, not directly financing the AI data centers, semiconductor fabs, or power infrastructure of hyperscale cloud providers. The real direction of AI computing investment is still determined by cloud provider capital expenditures, GPU cluster utilization rates, demand for HBM and server DRAM, power access capabilities, and project financing costs.

However, the violent turmoil and frequent circuit breakers in the Korean stock market reveal that the market had previously conflated 'strong industry demand' with 'unlimited valuation expansion.' When doubts arise simultaneously about competition from Chinese storage manufacturers, the quality of AI project financing, and the returns on hyperscale capital expenditures, high congestion, high valuations, and high leverage are sufficient to trigger a synchronized global adjustment, even if corporate earnings are still growing. In other words, the fact that fundamentals haven't reversed immediately does not mean prices won't undergo a deep deleveraging.
