Dongguan Aims for 360 National 'Little Giant' Specialized and Sophisticated Enterprises by 2028

The Dongguan Municipal People's Government Office has recently issued the "Implementation Plan for the 'Eight Major Projects' to Accelerate the Cultivation and Expansion of Market Entities."

The plan proposes that by 2028, a full-chain, tiered cultivation system will be established, progressing from "individual businesses converting to enterprises—small enterprises scaling up—standardized enterprises becoming refined—refined enterprises going public—strengthening scientific and technological enterprises—promoting doubling—shaping industry leaders—nurturing industry giants." Core elements such as capital, application scenarios, data, and talent are to efficiently converge and empower high-quality market entities, significantly enhancing the overall strength and core competitiveness of enterprises.

Under this framework, the cultivation support and service levels for "individual businesses converting to enterprises" will be continuously improved, enabling a number of individual businesses to transform, upgrade, and grow stronger. The quality development of small and micro-enterprises will accelerate, significantly expanding the cohort of enterprises above a designated size. Key enterprise echelons will be expanded and enhanced in quality.

The city aims that by 2028, the number of national-level "Little Giant" specialized and sophisticated enterprises reaches 360, specialized and sophisticated small and medium-sized enterprises reach 3,600, and the number of listed companies ranks among the top prefecture-level cities nationwide. The plan also targets maintaining over 10,000 national high-tech enterprises, more than 6,300 high-tech industrial enterprises above designated size, 150 leading service industry enterprises, and over 25 provincial and municipal-level "chain leader" enterprises.

The goal is to fully unleash the cluster effect of coordinated linkage and integrated development among large, medium, and small enterprises.
