Wuhan has formulated a reform list for urban renewal actions, released its first batch of support policies, and issued a special fund management measure. The city convened a municipal party committee urban work conference and a city-wide urban renewal work promotion meeting on the 21st, aiming to accelerate urban renewal and refined management through a coordinated policy "combination punch." Previously, Wuhan had already rolled out the "Wuhan City Implementation of 'Five Reforms, Four Goods' to Accelerate High-Quality Urban Renewal Action Plan (2025-2027)." This plan clearly identifies "Five Reforms, Four Goods" as the main thrust and "Six Belts, Five Creations" as a key pathway to drive urban renewal with high quality, thereby using the transformation of urban development methods to spur a shift in economic development models.
"Five Reforms, Four Goods" refers to promoting the renovation of existing buildings, old residential districts, old neighborhoods, old factory areas, and urban villages, while constructing good houses, good compounds, good communities, and good urban districts. "Six Belts, Five Creations" means using urban renewal to drive renovation, development, construction, improvement, protection, and management, while innovating implementation models, financing methods, resource allocation, planning mechanisms, and approval processes. The action plan proposes 11 specific tasks under "Five Reforms, Four Goods," covering key areas such as the renovation of dilapidated and old housing, the protection of historical buildings, and the upgrading of old residential districts, aiming to comprehensively enhance the city's functional quality.
Simultaneously, it clarifies the use of "Six Belts" linkage to promote a transformation in urban development methods, including converting old industrial zones into specialized industrial parks, undertaking the protection and utilization of historical blocks, and building a unified city-wide "Digital Platform for Urban Renewal." This meeting compiled policy documents such as the "Wuhan City Reform List for Promoting High-Quality Urban Renewal Actions," providing a package of policies that offer institutional support and practical pathways for overcoming core bottlenecks in urban renewal, such as fund raising, land revitalization, improvement of living environments, and approval efficiency.
Among them, the "Several Measures for Financial Support of the 'Five Reforms, Four Goods' Urban Renewal Action" specifies the creation of a new investment and financing landscape characterized by "policy guidance, market operation, and multi-party participation" through diversified financial instruments, aiming to leverage over one hundred billion yuan in social capital. The "Wuhan City 'Five Reforms, Four Goods' Urban Renewal Municipal-Level Special Fund Management Measures" designates 500 million yuan in municipal special funds for rewarding and subsidizing key "Five Reforms, Four Goods" projects. The "Several Policy Measures on Urban Renewal (First Batch)" puts forward 18 specific measures focusing on key areas such as optimizing floor area ratio verification, revitalizing inefficient land use, improving property rights registration, providing fiscal and financial support, promoting industrial renewal, and streamlining approval processes.
Furthermore, the "Wuhan City Urban Refined Management Action Plan (2026-2028)" makes it clear that, guided by the environmental enhancement of the "Four Lines, One Entry Point" (railways, expressways, arterial roads, city entry/exit roads, and city gateways), a comprehensive攻坚 action for "Level, Bright, Green, Beautiful, Clean, Orderly, Smooth, and Tranquil" will be fully launched. The goal is to achieve a qualitative improvement in the urban environment where "the first year sees progress, the second year brings major changes, and the third year establishes benchmarks," ultimately building a city image commensurate with the functional positioning of a national central city.
According to a relevant official from the Wuhan Municipal Bureau of Housing and Urban Renewal, the first batch of 80 "small yet beautiful" urban renewal districts in the city have now been fully initiated, with preliminary work accelerating in 102 additional districts. The next steps will involve speeding up project construction, increasing overall promotion efforts, and strengthening policy supply, while continuously exerting effort on the linkage of the "Six Belts" and the synergy of the "Five Creations."
Sheng Yuechun, Member of the Hubei Provincial Party Committee Standing Committee and Secretary of the Wuhan Municipal Party Committee, stated at the meeting that it is essential to seize the current favorable opportunity arising from the city's rising status, expanding positioning, and overlapping opportunities. He emphasized correctly handling the relationships between construction and governance, incremental and stock development, hardware and software, and protection and development, to comprehensively elevate the level of urban planning, construction, and governance. The aim is to use urban renewal to drive the transformation of urban development methods, which in turn drives the transformation of economic development methods. The vision is to attract first-class talent with a first-class city, have first-class talent establish first-class enterprises, and use first-class enterprises to create an even more exceptional city.
The meeting also released the first batch of 30 typical urban renewal case studies, intended to turn policies into a "toolkit" that is easy to understand, learn from, and apply.
