Public Space "Shrinking" in Xining Xiaoqiao Street No. 56 Compound, Hindering Livelihood Projects

Public spaces within the residential compound have been occupied by self-built structures and coal storage rooms, leaving narrow passages.

Residents of Xining’s Xiaoqiao Street No. 56 compound recently raised concerns, stating that self-built structures and coal storage rooms have taken over communal areas, creating difficulties for both daily life and renovation projects in this 40-year-old neighborhood.

On December 5, an inspection revealed that the compound consists of a single residential building. A row of self-built structures and coal storage rooms stands in front of Units 1 to 5, contrasting sharply with the spacious passage in front of Unit 6. The main entrance, originally 5 meters wide, has been reduced to just 2 meters due to encroachments.

The narrow pathways prevent private vehicles from entering, forcing many residents to park in nearby compounds or lots. According to Maoshengsi Community staff, the compound is adjacent to a school, and surrounding street-facing shops—mostly tutoring centers and snack stalls—expanded years ago by building additional structures inward, forming a "shop-encircled" layout.

"The biggest issue is the impact on essential projects and safety hazards," said resident Mr. Shen. Built in the 1980s, the compound underwent structural renovations in 2019 and comprehensive upgrades in 2023. However, the presence of unauthorized constructions has diminished the effectiveness of these efforts.

In October 2025, severe drainage blockages and backflow issues emerged in Units 4 and 5. Initial repair estimates of 5,200 yuan doubled to 13,000 yuan due to the inability to use heavy machinery, requiring manual excavation and removal. Residents ultimately contributed 5,000 yuan, supplemented by an 8,000-yuan community subsidy, to complete repairs.

Another challenge arose during the installation of natural gas heating systems, as self-built structures violated safety clearance requirements and hindered equipment access. After repeated coordination by multiple departments, including the Chengbei District Urban-Rural Development Bureau and Xiaoqiao Subdistrict Office, the project was completed.

A past minor fire incident saw fire trucks blocked by narrow passages, forcing firefighters to operate from the street. Authorities noted that during the 2023 renovation, 43 coal storage rooms were lawfully demolished, but six remain due to owners' refusal, citing property rights.

A visibly tilting wall near the school now poses safety risks. Full repairs to the wall and drainage system can only proceed after the remaining coal rooms are removed. Negotiations with owners are ongoing, with officials emphasizing legal obligations and safety concerns.
