CDB Leasing Enters RMB1.30 Billion Wind Power Finance Lease with Zhangbei Hengdianfengqi

On 13 August 2026, CDB Leasing (China Development Bank Financial Leasing Co., Ltd.) signed a finance lease agreement with Zhangbei Hengdianfengqi New Energy Development Co., Ltd., involving wind power generation equipment and ancillary facilities located in Hebei Province.

The lessor will acquire the assets from the lessee for RMB1.30 billion and immediately lease them back for a 204-month term. Internal assessment placed the construction cost of the assets at approximately RMB1.31 billion.

Lease payments comprise: • Lease principal: RMB1.30 billion, equal to the purchase price • Total lease interest: about RMB410.00 million • Instalments: payable quarterly in Renminbi over the 17-year lease period

Funding for the asset purchase will be provided through CDB Leasing’s own resources and/or commercial bank loans. Title to the equipment will be transferred to the lessor during the lease term; upon expiry, the lessee may repurchase the assets for a nominal RMB100. Beijing Hengyuan New Energy Technology Co., Ltd. has issued a joint and several liability guarantee covering the lessee’s obligations.

Hong Kong Listing Rules classify the deal as a discloseable transaction, with the highest applicable percentage ratio exceeding 5% but below 25%. Accordingly, it requires public disclosure but not shareholder approval.

CDB Leasing stated that the transaction aligns with its core business of providing financial leasing services to sectors such as energy and is expected to enhance revenue generation.
