On September 14, a new action plan named the "Implementation Plan for Promoting Smart Home Consumption" was officially released by eight government departments, including the Ministry of Commerce, the National Development and Reform Commission, and the Ministry of Industry and Information Technology.
The plan focuses on coordinating supply and demand, fostering a diversified integration ecosystem, providing precise services for different population groups, and streamlining convenient service chains. It proposes seven key measures, which include expanding the supply of high-quality smart home products, improving the standard system for smart homes, supporting smart home consumption, and developing senior-friendly smart home solutions.
Notably, the plan emphasizes the importance of establishing a smooth channel for recycling old and used household items. It guides local authorities to set up scientifically and reasonably located recycling outlets for used furniture and home appliances, integrating these sites into relevant urban planning and granting them land and spatial support. Cooperation between home furnishing companies and recycling enterprises is also encouraged to offer services such as "delivery of new items plus collection of old ones" and "internet plus recycling," alongside the promotion of mobile recycling models that use vehicles as temporary storage units.
To begin with, the plan calls for expanding the supply of high-quality smart home products. This involves encouraging manufacturers to intensify research and development of smart home devices, while also supporting home furnishing malls and shopping centers to establish smart home experience centers, whole-house smart living showrooms, and digital home model rooms. The plan also aims to cultivate large-scale home renovation enterprises and platforms known for trustworthy operations and standardized services, offering personalized and diversified renovation packages, and developing custom-made, order-based, and appointment-based services. In addition, efforts will be made to accelerate the creation of smart home hardware, software, and integrated solutions based on domestic open-source operating systems.
Furthermore, the plan seeks to refine the smart home standard system. This includes improving the graded evaluation standards for smart home product intelligence, expediting the formulation and implementation of mandatory national standards for smart home interconnectivity, and advancing the integrated development of whole-house smart systems. Telecom operators are encouraged to have their in-home broadband network equipment enable IPv6 by default to boost home network IPv6 connectivity rates. For newly built fully decorated residences, requirements will be set for installing basic smart products indoors, and the adoption of fiber-to-the-room cabling is encouraged. Continuous efforts will be made in the development and application of key standards for smart homes and smart communities.
In terms of supporting smart home consumption, the plan aligns with the 2026 policy for trade-in programs of consumer goods. Local governments will be supported in determining subsidy categories and standards for smart home products based on their actual conditions, with coordinated support for the purchase of new whole-house smart home systems.
Regarding the development of senior-friendly smart home solutions, the plan promotes products such as home service robots, health monitoring devices, and intelligent caregiving tools. Companies will be guided to adopt senior-friendly designs in areas such as product dimensions, ease of operation, dialect recognition, and safety performance, thereby enriching the supply of age-appropriate smart home products and renovation services. The plan also encourages certification for senior-friendly products in the smart home sector.
To optimize community convenience services, the plan leverages the construction of 15-minute convenient living circles. Leading enterprises will play a role in establishing comprehensive home renovation service stations in qualified neighborhoods and communities, integrating services such as maintenance, item storage, and recycling exchange, while also creating whole-house smart experience spaces.
Finally, the plan calls for increased fiscal and financial support. Financial institutions are encouraged to develop diverse consumer finance products and services tailored to home furnishing and renovation demands. The policy of fiscal subsidies for personal consumption loans will be utilized to guide financial institutions toward greater support for smart home consumption loans, thereby actively assisting consumers in purchasing smart home products.
