Starting January 1, 2026, Shenyang will no longer distribute paper electricity bills, according to State Grid Shenyang Power Supply Company. Functions such as electricity usage queries and billing reminders, traditionally provided by paper notices, will now be accessible via mobile devices.
This move aligns with national low-carbon and environmental policies, a practice adopted in many Chinese cities for over a decade. It also aims to protect residents' privacy by preventing the exposure of personal information, such as home addresses. Given the widespread use of mobile payment for electricity bills in Shenyang, State Grid Shenyang Power Supply Company has decided to phase out paper notices, supporting the city's progress toward becoming a more modern and civilized urban area.
Residents can check their electricity consumption through the State Grid mobile app, its official WeChat account, or Alipay's utility payment section. "The app provides daily usage details, including peak, off-peak, and standard hour consumption," explained Ni Nan, a staff member from the company's smart payment team.
The app offers real-time, precise data and generates usage analysis charts based on consumption habits, helping households plan energy-saving measures. Compared to receiving monthly paper bills, mobile queries provide greater convenience.
For elderly residents or others unfamiliar with mobile technology, the company has alternative solutions. "Seniors who prefer paper bills can request to continue receiving them. They can apply through their meter reader (contact details are on the bill), by calling the service hotline at 66195598, or by visiting a local service center," the staff added.
