[Click to register] The "Guangxi Modern Service Industry High-Quality Development '15th Five-Year Plan'" (hereinafter referred to as the "Plan") was recently issued to better leverage the role of the service industry in supporting industrial upgrading, meeting people's livelihood needs, and driving employment expansion.
According to the Plan, by 2030, Guangxi's service industry scale will continue to expand and its quality and efficiency will improve significantly. The level of digital-intelligent, standardized, integrated, and internationalized development of the service industry will continue to rise, and its role in economic growth, consumption expansion, industrial upgrading, and opening-up cooperation will become more prominent. A new system of high-quality and efficient service industry will be basically established.
In terms of spatial layout, during the "15th Five-Year Plan" period, Guangxi encourages all cities to highlight their comparative advantages, clarify their main directions, and strengthen functional division of labor, so as to build a modern service industry spatial layout with clear levels and complementary advantages: "one core, three pillars, and three zones" (that is, with Nanning as the core, Liuzhou, Guilin, and Yulin as the pillars, and strengthening the coordinated synergy of the Beibu Gulf Modern Service Industry Development Zone, the Eastern Guangxi Modern Service Industry Development Zone, and the Western Guangxi Modern Service Industry Development Zone).
Among these, the "one core" will strengthen capacity upgrading. Guangxi will take Nanning as the core to accelerate the building of an international metropolis oriented toward ASEAN openness and cooperation. At the same time, it will focus on developing modern logistics, software and information technology, technology services, financial services, exhibition services, and other industries. It will advance the construction of a new-generation software industrial park. It will highlight the development of headquarters economy and building economy, and gather regional headquarters and functional institutions oriented toward ASEAN. It will upgrade and develop the China-ASEAN Financial City. It will build an important city for inbound consumption from ASEAN countries.
In terms of optimizing and upgrading producer services, the Plan sets out relevant requirements for modern logistics, financial services, information transmission, software and information technology services, technology services, human resources services, and other producer services. For example, it promotes the deep integration of artificial intelligence and finance, steadily advances the application of artificial intelligence in cross-border payments, trade financing, risk prevention and control, and other fields, and supports Nanning in piloting the integrated development of "artificial intelligence + finance" oriented toward ASEAN. Taking the upgrade of the China-ASEAN Information Harbor and the construction of the Nanning International Communications Business Entry and Exit Bureau as an opportunity, it will optimize the layout and construction of new information infrastructure such as fifth-generation mobile communications (5G) and intelligent computing, and cultivate the computing power industry ecosystem. It will promote the deep integration of artificial intelligence, cloud computing, big data, and internet services. Relying on platforms such as the CAEXPO and the summit, it will improve the professional, market-oriented, and international level of exhibition activities, improve venue supporting facilities and digital management, and enhance functions such as industrial matching, trade promotion, and investment attraction.
In terms of life services, the Plan makes clear that it will optimize the urban commercial system and county-level commercial circulation network, advance the construction of quarter-hour convenient living circles and the unified warehousing and joint distribution of county, township, and village logistics, and shore up shortcomings in urban and rural circulation. It encourages the use of old factory buildings and other spaces to create new consumption scenarios. It will promote the upgrading of commodity consumption quality, cultivate consumption brands such as "time-honored brands" and "Guangxi brands," and accelerate the cultivation of national pilot projects for retail innovation and upgrading. It will promote the expansion and quality improvement of service consumption, create consumption IPs with ethnic and ASEAN characteristics, and enrich new business formats such as nighttime consumption, debut shows, immersive experiences, livestream e-commerce, and instant retail.
In terms of culture and tourism, Guangxi will promote the deep integration of "culture and tourism + all industries" and "all industries + culture and tourism," and advance the development of new business formats such as performance economy, low-altitude tourism, cruise and yacht tourism, and fishing-tourism integration. It will develop cultural and creative industries, and advance the development of business formats such as micro short dramas and animation games.
In other aspects, the Plan also proposes six task measures: promoting digital-intelligent transformation and development, advancing standards and brand building, improving the level of integrated development, promoting service trade innovation, strengthening platform and carrier support, and strengthening the cultivation of business entities. Among them, it will implement the action plan for intelligent transformation, digital transformation, and network connectivity in the manufacturing industry, build a batch of smart factories and digital workshops, build a batch of high-standard digital parks and manufacturing digital transformation promotion centers, develop a batch of industrial intelligent agents, and use "small, light, fast, and accurate" solutions to lower the threshold for digital-intelligent transformation. It will promote the deep application of artificial intelligence and virtual reality in modern commerce, cultural tourism, health and elderly care, education and training, and other fields, upgrade and develop online business formats in healthcare, tourism, education, transportation, and e-commerce, and create digital life service communities and blocks. It will carry out demonstration scenario construction for public data "running," and promote the integrated application and value release of public data.
