内蒙古聚焦粮食生产,强化面积稳定、结构优化与单产提升

On March 10, it was learned from the Department of Agriculture and Animal Husbandry of the Inner Mongolia Autonomous Region that, as a significant national base for agricultural and livestock products, Inner Mongolia has introduced a series of substantial measures for this year's grain production, centering on "stabilizing acreage, increasing yield per unit area, and optimizing structure." On the basis of ensuring stable grain sowing area, efforts are being directed toward increasing output through higher yields and improving efficiency through structural adjustments, striving to take the initiative in grain production.

Food security relies on a stable foundation of crop planting area. This year, Inner Mongolia continues to reinforce joint Party and government accountability to maintain the region's grain sowing area. In collaboration with meteorological departments, it has proactively deployed various disaster prevention and mitigation measures, taking preemptive steps to fully address risks from natural disasters.

In terms of policies benefiting farmers, Inner Mongolia has implemented a combination of "deregulation" and "strict oversight." It is improving the target price subsidy system, standardizing subsidies for high-oil and high-protein soybeans, and strictly preventing fraud and misuse of target price subsidies.

Increasing yield per unit area serves as the engine for enhancing production capacity. This year, Inner Mongolia focuses on four key approaches: leveraging technology, expanding coverage, enhancing services, and promoting techniques, activating potential for yield improvement through multiple channels. Technology efforts concentrate on critical regions and crops, promoting deep integration of high-quality farmland, seeds, machinery, and methods. Key support is directed toward a matrix-style approach involving "40 supporting counties to strengthen the foundation, 20 key demonstration counties to set benchmarks, and 4 tri-level joint creation counties to lead breakthroughs," precisely addressing bottlenecks constraining grain production.

Expanding coverage supports Tongliao City and Bayannur City in becoming national-level cities for comprehensive yield improvement, driving coordinated efforts across 65 national counties advancing as whole entities. The "one county, one policy" approach is implemented to promote a shift from scattered distribution to integrated efforts in grain production projects.

Service enhancement uses socialized services as a lever, piloting the construction of full-chain modern agricultural service centers in Kailu County, Dalad Banner, and Otog Front Banner, creating one-stop hubs for modern farming services and advancing the transition from "knowing how to farm" to "smart farming."

Technical promotion involves the in-depth implementation of the "Double Thousand and Double Hundred" initiative. In the eastern region, primarily Tongliao City, and the western region, primarily Bayannur City, strict control is maintained over all technical implementation stages to promote the adoption of precise density regulation technology for corn on millions of mu. Simultaneously, support is given to Hulunbuir City to build a million-mu integrated water-fertilizer demonstration zone, advancing the construction of a million-mu dryland grain storage area across the region. Technological innovation is leveraged to tackle dryland farming challenges and continuously unlock potential for yield increases.

Following the principle of "optimizing between crops and improving quality within crops," Inner Mongolia is optimizing variety structure and regional layout. It further reinforces the responsibility of Hulunbuir City and Hinggan League as major soybean production areas, steadily promoting high-yield, high-oil, and high-protein soybeans. It maintains the production advantages of major corn-producing areas like Tongliao City, moderately develops fresh-eating corn, and ensures the effective implementation of precise density regulation technology for corn on millions of mu.

In major wheat-producing areas like Bayannur City, development focuses on specialized strong-gluten and weak-gluten wheat. Hinggan League is steadily expanding the cultivation of high-quality rice. Producer subsidies are utilized effectively to adjust the planting ratios of seed potatoes, fresh-eating potatoes, and processing potatoes in major potato-producing areas like Ulanqab City. Support is provided to areas like Hulunbuir City to vigorously develop sugar beet cultivation, consolidating its leading national production position.

From consolidating the "fundamental base" of sowing area to strengthening policy support and relying on robust scientific and technological backing, Inner Mongolia is undertaking practical measures to shoulder the political responsibility for food security, contributing more strength to securing China's food supply.
