Hainan Company Fined Over 1.95 Million Yuan for Illegal Parking Fee Charges

On May 13, it was learned from the Haikou Market Supervision and Administration Bureau that Hainan Impression Entertainment and Catering Management Co., Ltd. has been fined and ordered to disgorge illegal gains totaling 1,952,682 yuan for failing to implement government-set pricing for vehicle parking services at the Guanhaitai and Impression parking lots.

According to the report, on March 22, 2024, law enforcement officers from the Haikou Market Supervision and Administration Bureau inspected the fee-charging practices of Hainan Impression Entertainment and Catering Management Co., Ltd. and discovered the company was illegally charging fees in violation of government pricing regulations.

The Haikou Market Supervision and Administration Bureau formally reopened the investigation into the company on January 26, 2025, concluding the investigation on August 25, 2025.

The investigation found that from November 28, 2023, to July 11, 2025, while operating the Guanhaitai and Impression parking lots, the company charged parking fees for some vehicles exceeding the government-set standards: - For fuel vehicles from 7:00 to 22:00 (excluding 7:00 and 22:00), the standard charge was 3 yuan per vehicle per entry, but the actual charges ranged from 4 to 20 yuan. - For fuel vehicles from 22:00 to 7:00 the next day (including 7:00 and 22:00), the standard was 5 yuan, but actual charges ranged from 6 to 23 yuan. - For fuel vehicles parked over 24 hours, the standard range was 8 to 348 yuan, but actual charges ranged from 9 to 695 yuan. - For new energy vehicles from 7:00 to 22:00 (excluding 7:00 and 22:00), the standard was 2 yuan, but actual charges ranged from 3 to 10 yuan. - For new energy vehicles from 22:00 to 7:00 the next day (including 7:00 and 22:00), the standard was 4 yuan, but actual charges ranged from 5 to 13 yuan. - For new energy vehicles parked over 24 hours, the standard range was 6 to 332 yuan, but actual charges ranged from 7 to 415 yuan.

The total amount of overcharged fees was 490,610 yuan. The Haikou Market Supervision and Administration Bureau stated that Hainan Impression Entertainment and Catering Management Co., Ltd.'s actions constituted illegal fee collection by not adhering to government pricing, and the overcharged 490,610 yuan constituted illegal gains.

The bureau noted that the company's illegal activities persisted for a relatively long period, resulting in substantial illegal gains. Furthermore, after being ordered to rectify its violations, the company refused to take corrective measures, leading to an expansion of the consequences. The company has refunded 9,758 yuan in overcharged fees to consumers.

In response to the company's violations, on April 28, the Haikou Market Supervision and Administration Bureau lawfully ordered the company to immediately cease its illegal actions. The bureau imposed an administrative penalty on Hainan Impression Entertainment and Catering Management Co., Ltd., confiscating 480,852 yuan in overcharged fees that remained unrefundable after the deadline and imposing a fine of 1,471,830 yuan.
