Central Bank and Customs Authority Streamline "Single Permit for Multiple Shipments" Management for Gold Imports and Exports

To further streamline administration, promote trade facilitation, and optimize the business environment, the People's Bank of China and the General Administration of Customs have decided to enhance the management of the "single permit for multiple shipments" for gold and gold product import and export licenses. The relevant matters are announced as follows: 1. Legal entities with frequent gold import and export business may apply for a "single permit for multiple shipments" for the People's Bank of China Gold and Gold Product Import and Export License, in accordance with the conditions and approval procedures outlined in the "Administrative Measures for the Import and Export of Gold and Gold Products". The People's Bank of China and its branches will monitor the usage of issued permits through a connected verification system to strengthen supervision. 2. The customs offices implementing the "single permit for multiple shipments" management are located in 15 cities: Beijing, Shanghai, Guangzhou, Nanjing, Qingdao, Shenzhen, Tianjin, Chengdu, Wuhan, Xi'an, Xiamen, Ningbo, Sanya, Chongqing, and Nanning. Other customs offices will continue to follow existing regulations. 3. The "single permit for multiple shipments" is valid for nine months from the date of issuance, after which it becomes void automatically. Within the validity period and without exceeding the stipulated quantity, the permit can be used for an unlimited number of customs declaration batches. This announcement will take effect on June 1, 2026. The "People's Bank of China and General Administration of Customs Announcement No. 9 (2016)" and "People's Bank of China and General Administration of Customs Announcement No. 5 (2017)" are simultaneously repealed.
