In a decisive move to implement the central government's directives on intensifying the special campaign against gang-related crimes, and to fully carry out the spirit of the provincial, municipal, and county meetings on this matter, the county forestry and grassland authority is stepping up efforts to deepen the special campaign within its jurisdiction. The initiative aims to crack down hard on gang-related criminal activities in the forestry and grassland sector, safeguard the ecological security of forests and grasslands, protect the legitimate rights and interests of forest farmers, and purify the business environment of the industry. To this end, the authority is now publicly soliciting leads on gang-related criminal activities in this field. The relevant matters are hereby announced as follows:
Scope of Lead Solicitation
The first category involves infringements on forest and grassland resources. This primarily covers leads on organized theft and illegal logging of trees, illegal reclamation and encroachment on state-owned and collective forests, grasslands, and wetlands. It also includes the illegal hunting and trafficking of wild animals and their products, the unauthorized digging of state-protected wild plants, and crimes related to the arbitrary excavation and forced occupation of forestry and grassland resources.
The second category concerns bullying and harassing the masses. This mainly refers to gangs that use clan or local influence to control mountain and forest resources, interfere in forest rights and grassland ownership disputes, set up illegal checkpoints in forest areas to extort fees from vehicles, and intimidate forest farmers or otherwise infringe upon the vital interests of the people.
The third category covers resisting law enforcement and retaliation. This includes leads on obstructing or resisting forestry and grassland administrative law enforcement through violence, threats, harassment, or other coercive means, as well as cases of threatening or retaliating against law enforcement personnel and informants.
The fourth category is about acting as "protective umbrellas". This covers disciplinary or legal violations by public officials who collude with criminals internally, bend the law for personal gain, seek bribes or abuse power, approve projects illegally, tip off or cover up forestry-related crimes, and act as shields for gang forces.
The fifth category includes any other leads on gang-related crimes that damage forest and grassland ecology, disrupt industry order, or harm public interests.
