In recent years, Qingcheng County has consistently adhered to Party-building leadership, promoting the scaled and integrated development of its distinctive industries through resource integration, platform construction, and institutional innovation. It has established development models in areas such as specialized planting, the complete apple industry chain, processing and breeding, and collective economy. This approach has synchronized the growth of village collective income with the prosperity of residents, injecting strong industrial momentum into rural revitalization.
Activating specialized planting to create intensive "income-boosting fields." With Party branches at the core, Qingcheng County has innovated benefit-linking mechanisms, transforming specialized planting from fragmented distribution to intensive development, thereby maximizing land efficiency. Led by the village Party branch, Hanwan Village in Sapu Town has established a demonstration base for intensive land management covering over a thousand mu. The base incorporates the Beidou navigation autonomous driving system and subsurface drip irrigation water-saving technology, while promoting new drought-resistant corn varieties. Currently, the average corn yield per mu at the base reaches 760 kilograms. The village collective earns 279,000 yuan in rental income from land transfers, while also engaging 11 local agricultural machines and 33 laborers in production, with per capita income for workers exceeding 4,500 yuan. This achieves a triple benefit of enhanced land efficiency, increased collective income, and resident prosperity. Xuanma Town has explored the "enterprise + cooperative + village collective + farmer" model, where Party organizations facilitate stable partnerships between enterprises, village collectives, and farmers. Through land transfers, asset leasing, shareholding dividends, and labor absorption, ten administrative villages have been guided to develop contract-based chili cultivation on a large scale, totaling over 6,000 mu. Key demonstration sites at Baiyuan and Zhengjiayuan, each covering a thousand mu, have been established, turning "small chilies" into a "major industry" for stable income growth.
Upgrading the complete apple chain to strengthen the "golden brand" of advantageous industries. Leveraging its traditional strength in apple production, the Baimapu Town Party Committee has spearheaded the creation of a full industrial chain encompassing "seedling breeding - variety transformation - cold storage preservation - fruit processing - premium sales," upgrading the apple industry from selling fresh fruit to achieving value-added across the entire chain. Upstream, a collective seedling breeding base was established in Wangpan Village, promoting high-quality Qingzhen rootstocks to lay the foundation for variety optimization. In the planting phase, a Party member demonstration orchard was created in Guqi Village, where Party member E Zhili took the lead in planting five mu of high-quality apple trees, earning an annual income exceeding 100,000 yuan and becoming a visible, learnable "prosperity model" for the masses. Mid-chain, the large-scale Dazhanggui apple storage and sales base was introduced, which has currently purchased and stored over 20 million jin of apples, addressing issues of preservation difficulty and urgent sales. Downstream, utilizing Party-building collaboration platforms, apples are sold to regions like Guangdong and Fujian, broadening sales channels. The Town Party Committee formed an "industrial Party-building task force" that provides agricultural technical training in the fields, promotes the transformation of old orchards, and has newly planted over 814 mu of Qingzhen Ruixue apple trees, benefiting 318 households. This has solidified the apple industry as a pillar for increasing farmers' incomes.
Breaking through in processing and breeding to cultivate a "new engine" for diversified development. Qingcheng County guides grassroots Party organizations to leverage local resource advantages and make breakthroughs in agricultural product processing and specialized breeding, thereby enriching the rural industrial landscape. Tuqiao Township attracted 550,000 yuan in social funds to revitalize idle assets, establishing the "Mountain People" deep processing base for agricultural products. It adopted a model of "Party branch coordination and leadership + company capital injection + farmer contract planting," focusing on developing high-quality flour, healthy edible oil, and other specialty products, with an annual processing capacity of 800 tons of minor grains. This initiative spurred Yanghe Village to plant over 1,000 mu of oil and grain crops, helping residents increase their annual income by more than 500,000 yuan and achieving a value leap from "minor grains" to "refined processing." Tongchuan Town focused on the beef cattle industry as a breakthrough, deeply integrating industrial development with organizational construction. It selected nine industry leaders to join village "two committees," putting those knowledgeable in industry and management at the helm of village development. A Party member technical assistance team was formed to provide guidance to breeders. Leading enterprises like Exxon Animal Husbandry were supported, forming a development pattern of "leading enterprises driving bases, bases connecting farmers." Currently, the town has built 45,000 square meters of standardized pens, with a beef cattle inventory of 14,300 head and an annual output value exceeding 400 million yuan.
Strengthening the collective economy to solidify the "ballast stone" for rural development. Qingcheng County uses projects as support, integrating resources to develop and strengthen village-level collective economies, ensuring sustainable rural industrial development. By consolidating 4.2 million yuan in central government funds for rural revitalization from six villages in Chicheng Town, and adopting a "cross-village joint construction, village alliance clustering" model, six new mechanical cold storage facilities were built. This increased the storage capacity of the Rongying Fruit and Vegetable Storage Base to 12,000 tons. The village collectives lease the cold storage to enterprises for management, with each village receiving an annual rental income of 60,000 yuan. Chicheng Town actively revitalized idle school building resources. Led by the village Party organization, Qingyang Guandi Food Co., Ltd. was established, building a standardized preserved fruit production line and creating the "Puxiaopu" preserved fruit brand. This effectively enhances the added value of the apple industry, further stimulating the vitality of rural industrial development and making the village collective economy a "solid backbone" for promoting rural revitalization.
