The fourth "Corporate Trade Secret Protection Capability Enhancement Service Month" has commenced in Shenzhen.
In his opening address, Hong Juan, a member of the Party Leadership Group and Deputy Director of the Municipal Market Supervision and Administration Bureau, emphasized that strengthening trade secret protection is not only an intrinsic need for enterprises but also an essential requirement for safeguarding industrial chain security and promoting high-quality development.
He noted that the "Regulations on the Protection of Trade Secrets," which took effect on June 1, marks the first time at the departmental regulation level that digital assets such as data, algorithms, computer programs, and code are explicitly included within the scope of trade secret protection. The theme of this year's service month, "Protecting Trade Secrets, Escorting Industrial Development," fully reflects a strategic consideration aimed at the future and fortifying industrial security barriers.
He stressed that enterprises must act as the "primary responsible party" for protecting their own trade secrets, while market supervision departments must intensify regulatory enforcement, optimize service provision, and safeguard the legitimate rights and interests of enterprises as well as the security and stability of industrial chains.
During the launch event, the Municipal Market Supervision and Administration Bureau announced the list of 13 newly established trade secret protection service stations for 2026. It also presented awards to 10 outstanding pilot enterprises that successfully passed the acceptance review for the fourth batch of the Shenzhen local standard pilot project, "Specification for Enterprise Trade Secret Management." Representatives from the service stations and enterprises shared their experiences and practices in trade secret protection services.
Following the launch ceremony, a specialized "Trade Secret Protection Practical Training Camp" was conducted. Two senior experts in the field of trade secret protection delivered in-depth lectures on "Analysis of U.S. and European Trade Secret Legal Systems and Typical Cases" and "Practical Response to Overseas Trade Secret Risk Scenarios."
At the conclusion of the event, graduation certificates were awarded to over 60 participants of the inaugural practical training camp.
This event marks the official commencement of Shenzhen's fourth "Corporate Trade Secret Protection Capability Enhancement Service Month." Throughout the service month, the Municipal Market Supervision and Administration Bureau, in collaboration with judicial authorities, service stations, and service organizations, will roll out a series of activities.
These include jointly releasing typical trade secret protection cases with the Municipal Intermediate People's Court, Municipal People's Procuratorate, and Municipal Public Security Bureau to illustrate legal principles through real examples; hosting a thematic seminar focusing on "Cutting-Edge Issues in Trade Secret Protection in the AI Era" to discuss new challenges and countermeasures brought by new technologies; organizing a "Golden Bay Foreign-Related Trade Secret Protection Training Course" to help enterprises enhance their capability to respond to overseas risks; and having various district-level bureaus organize promotional, guidance, and service activities tailored to their respective regional industrial characteristics.
Since Shenzhen was selected as one of the first national pilot zones for trade secret protection innovation, the Municipal Market Supervision and Administration Bureau, in cooperation with various districts and relevant units, has continuously intensified efforts in trade secret protection across service systems, standard guidelines, awareness enhancement, and law enforcement.
A city-wide trade secret protection service network has been established, comprising 9 protection bases, 4 service windows, and 74 service stations. Over 10 standard guidelines have been released, including the nation's first group standards for trade secret protection in the fields of artificial intelligence and embodied intelligent robots.
The "Service Month" activity has been held for four consecutive years, with over 400 legal awareness training sessions conducted. In collaboration with the Provincial Market Supervision and Administration Bureau, a "Golden Bay Foreign-Related Trade Secret Protection Base" was established to strengthen overseas trade secret protection. Monitoring has covered 29 trade secret cases in U.S. district courts involving 11 cities in the Golden Bay area, providing "one-on-one" response guidance to 18 enterprises.
Since 2022, the city's market supervision system has filed 37 cases of trade secret infringement, concluded 28 cases, imposed fines and confiscations totaling nearly 3 million yuan, and transferred 5 cases for criminal liability, effectively safeguarding enterprises' innovation achievements and core competitiveness.
Moving forward, the Municipal Market Supervision and Administration Bureau will continue to strengthen trade secret protection, promote the construction of a social co-governance ecosystem, escort enterprise innovation achievements, and provide solid support for Shenzhen's goal of building itself into an industrial technology innovation center with global significance.
The event was attended by over 100 participants, including responsible officials from the Municipal Market Supervision and Administration Bureau and the Nanshan District Science and Technology Innovation Bureau, representatives from enterprises and trade secret protection service stations, and all participants of the Trade Secret Protection Practical Training Camp.
