During the 15th Five-Year Plan period, Shandong province is aiming for an average annual growth rate of more than 20% in the revenue of its core artificial intelligence industry.

According to information obtained on October 14 from a press conference held by the Information Office of the Shandong Provincial People's Government, the province's core AI industry revenue reached 128.9 billion yuan (RMB, same below) in 2025, accounting for roughly one-tenth of China's total.

During the 15th Five-Year Plan period, the province will coordinate the development of energy, chips, intelligent computing centers, and applications, accelerate the deployment of intelligent products such as humanoid robots, bionic robots, and AI servers, expand the scale of the key materials industry for integrated circuits, and produce more than 200 innovative products including first-of-their-kind electronic products and first (set) equipment, striving to achieve an average annual growth rate of over 20% in core AI industry revenue.

Sun Ximin, Vice Governor of the Shandong Provincial People's Government, said at the conference that recently, the provincial government has issued multiple policy documents centered on digital-intelligent development during the 15th Five-Year Plan period, forming a policy system led by the "Shandong Province Digital Strong Province Construction 15th Five-Year Plan" (referred to as the "Plan") as the overarching framework, supported by the "Implementation Opinions on Accelerating the High-Quality Development of the Data Industry" (referred to as the "Implementation Opinions"), and with the "Action Plan on Supporting the Innovative Development of AI OPC" (referred to as the "Action Plan") as a specialized measure.

Sun Ximin introduced that the "Plan" focuses on the theme of empowering high-quality development through digital intelligence, deploying 46 key tasks and 10 key projects, striving to build a digitally strong province with strong science and technology, strong industry, strong governance, strong infrastructure, and a strong ecosystem; the "Implementation Opinions" focus on strengthening the driving role of data elements and AI technology, accelerating the high-quality development of the data industry, and proposing 17 key tasks; the "Action Plan" clarifies 6 key actions to support the innovative development of AI OPC (One Person Company), promoting the accelerated implementation of the new "AI + super individual" entrepreneurial model.

"Shandong has complete industrial categories, abundant data resources, and rich application scenarios, giving it a solid foundation and unique advantages for developing the data industry," said Wang Jian, Party Secretary and Director of the Shandong Provincial Big Data Bureau. The province will encourage qualified data-intensive traditional enterprises, industry-leading enterprises, internet platform enterprises, and other entities to establish independent data business operating entities through new establishment, restructuring, and other means. By 2028, the province aims to have more than 25,000 data enterprises. At the same time, Shandong will advance the pilot construction of data industry cluster zones in Jinan and Qingdao to high standards, encouraging cities to cultivate a number of "small but refined" distinctive cluster zones based on existing industrial parks, commercial buildings, and other carriers according to local conditions. By 2028, the province aims to form more than 30 data industry clusters.

Zhu Hong, Deputy Director of the Shandong Provincial Development and Reform Commission, said the province has formulated policies and measures to support the construction of national AI application pilot testing bases. During the 15th Five-Year Plan period, 3 to 5 provincial-level pilot testing bases will be established each year, with each base receiving a subsidy of up to 5 million yuan, and 10 enterprise technology centers in the AI field will be selected and recognized. At the same time, the province will make good use of 50 million yuan in provincial budget funds for AI, supporting the creation of about 10 AI scenario research projects each year during the 15th Five-Year Plan period.

Currently, technologies such as large models and intelligent agents are being rapidly applied and iterated, significantly amplifying human creativity and execution capabilities, and the new entrepreneurial form of "one person as an army" is accelerating from concept to practice. Wang Maoqing, Deputy Director of the Shandong Provincial Department of Industry and Information Technology, stated that the province focuses on early-stage OPC entities, relying on carriers such as AI innovation laboratories and pilot testing bases to open up the pathway for pilot-scale transformation of achievements and fill the gap in technology implementation. For growth-stage OPC entities, the province regularly publishes lists of industrial cooperation opportunities, guiding enterprises to deeply participate in business such as data governance, model fine-tuning, and lightweight application development, promoting project iteration and growth.

In addition, Shandong will vigorously implement the "AI + Manufacturing" special action, guiding OPC to focus on advantageous industries such as chemicals, aluminum, high-end equipment, and biomedicine, developing lightweight, low-cost, and easily deployable AI solutions, and creating a batch of replicable and promotable high-value application cases.
