On October 30, at a press briefing on the "Wuhu City Policies to Support Innovative Development of Intelligent Robots," it was announced that the city has rolled out specialized support measures for the intelligent robotics industry.
These measures consist of ten targeted support initiatives across five key areas: core technology breakthroughs, innovation platform construction, application scenario implementation, cultivation of high-quality enterprises, and financial element empowerment, aiming to seize opportunities in robotics industry development and drive industrial upgrading.
The robotics sector is a strategic emerging industry explicitly designated in the national "15th Five-Year Plan" and a key industrial track in the city's "1868" modern industrial system. As one of the "dual cores" of the province's robotics industry, Wuhu has been a national-level robotics industry cluster since 2013. After more than a decade of cultivation, it has built a comprehensive industrial ecosystem.
During the "14th Five-Year Plan" period, the city established a self-controllable complete industrial chain spanning "core components—complete machine manufacturing—system integration." By 2025, the city is expected to host over 350 robotics upstream and downstream enterprises, achieving an output value of 41.5 billion yuan, ranking sixth nationwide in comprehensive industrial strength.
The policy introduces an innovative "robot consumption voucher." Enterprises, universities, research institutions, and medical and elderly care facilities can apply as needed, receiving a 20% deduction on purchases of intelligent robots, with the maximum subsidy per applying unit capped at 2 million yuan. It also promotes a trial lease model, offering subsidies of up to 5% of the annualized rental interest rate for enterprises leasing intelligent robot products, with an annual subsidy per enterprise not exceeding 1 million yuan.
In technology research, for projects leading national or provincial major special initiatives in intelligent robotics, the city finance provides supporting funds equal to 20% of the total upper-level support. Newly built and operational national-level robotics inspection and testing public service platforms or pilot production bases receive subsidies of 50% of R&D investment, up to 10 million yuan.
For industrial investment promotion, the city provides matching funds equal to 50% of the actual policy funds disbursed by counties, districts, and development zones for attracting new enterprises, with an annual matching subsidy per county, district, or development zone capped at 5 million yuan. For newly introduced eligible industry-leading enterprises, tiered rewards are set based on paid-in registered capital, granting a one-time reward of up to 10 million yuan to the local county, district, or development zone.
Financial support includes a comprehensive package. Enterprises applying for bank merger and acquisition loans can receive interest subsidies of 50% of loan interest, for a period not exceeding three years, with total annual interest subsidies capped at 3 million yuan. Intelligent robot enterprises purchasing relevant insurance receive subsidies of 50% of actual premiums, with an annual subsidy per enterprise up to 1 million yuan. Financial institutions are encouraged to develop exclusive credit products such as "Intelligent Robot R&D Loans" and "Production Assistance Loans," establishing a full-lifecycle financial service docking mechanism for enterprises from R&D and incubation to large-scale production.
The policy takes effect 30 days after publication, with a provisional validity of one year, subject to revision based on effectiveness. Supporting implementation rules have been officially issued, optimizing application procedures, simplifying materials, and improving disbursement efficiency.
The briefing revealed that during the "15th Five-Year Plan" period, the city will focus on breakthroughs in core components such as high-precision sensors, reducers, servo motors, dexterous hands, and AI chips, strengthen full-chain industrial layout, explore building robot shared factories, data training grounds, and open-source ecosystem centers, promote robots entering factory areas, streets, and communities, and strive to build a robotics industry cluster with significant influence.
