State-Owned Enterprise AI 'Revitalization Community' Launches Version 2.0, Hosting Over 20,000 Open-Source Models

The state-owned enterprise artificial intelligence open-source 'Revitalization Community' has officially launched its version 2.0 upgrade.

This community, coordinated by the State-owned Assets Supervision and Administration Commission of the State Council and spearheaded by China Mobile, was unveiled at the Enterprise AI High-Quality Development Forum during the 2026 World Artificial Intelligence Conference.

The latest iteration signifies a strategic shift for the platform, moving beyond its initial phase of aggregating foundational capabilities to now entering a stage focused on deep industrial empowerment.

The 2.0 version introduces major upgrades across four key areas: foundational capabilities, scenario-driven applications, competition innovation, and talent cultivation.

To enhance its foundational capabilities, the community has launched a new "Central Enterprise Model-Data Resonance Space."

This space establishes a novel mechanism for data authorization, in-domain processing, in-domain model training, with full auditability and value-based profit sharing, aiming to unlock the deep-seated value within data ecosystems.

Concurrently, the platform has expanded its supply of intelligent computing resources to 13 categories, with domestic chip adaptation achieving a market share exceeding 90%, positioning its scale and variety of adaptations at an industry-leading level.

In terms of scenario-driven applications, the community has upgraded or newly established six major industry-specific zones: communications, security, power, healthcare, rail transit, and transportation.

These zones are aligned with national strategic priorities and have released 100 high-value strategic application scenarios from central enterprises, creating replicable and scalable benchmark demonstration cases.

For competition innovation, the new season of the "Revitalization Cup" Artificial Intelligence Application Innovation Competition has commenced, introducing additional tracks focused on AI applications within various state-owned enterprise industries to further deepen collaborative innovation across industry, academia, research, and application.

Regarding talent development, while continuing to support high-end talent incubation through its "Young Scientist Support Program," the community has newly launched the "Revitalization - Honghu" Digital Intelligence Talent Cultivation System to promote deeper integration between industry and education.

The original Revitalization Community was introduced at the 2025 World Artificial Intelligence Conference by a consortium of 24 central enterprises, AI companies, research institutions, and industry organizations.

As the lead construction unit, China Mobile has been continuously deepening community operations and industrial empowerment, leveraging its role in industrial guidance and ecosystem aggregation.

The company aims to position the community as a core hub for the domestic AI industry ecosystem, facilitating the transition of "domestic chips and domestic models" from technical validation to large-scale application.

Recently, the autonomous AI ecosystem built by China Mobile based on this community was successfully selected as one of the first batch of "Ten Landmark Scenarios" for central enterprises by the State-owned Assets Supervision and Administration Commission.

This recognition establishes it as a benchmark for state-owned enterprises in promoting autonomous, controllable, and collaborative AI innovation.

Over the past year since its launch, the Revitalization Community has focused its efforts on five key areas, including aggregating the open-source ecosystem for domestic chips and models and incubating core capabilities for an autonomous ecosystem.

To date, the community has opened access to over 2,000 units of domestic computing power, aggregated more than 20,000 open-source models and over 3,000 high-quality industry-specific datasets, established six major industry zones, and served over a hundred central enterprises and universities in their application innovation efforts.

The launch of version 2.0 represents a critical measure in implementing the central enterprise "AI+" special initiative and consolidating industrial innovation synergy.

It propels the community to achieve a comprehensive leap from capability aggregation to deep industrial empowerment.
