The Ministry of Industry and Information Technology issued the Notice on Carrying Out the Construction of Specialized and Sophisticated Enabling Centers on October 21.

The notice requires that during the 15th Five-Year Plan period, a batch of specialized and sophisticated enabling centers will be built nationwide.

The notice makes clear that specialized and sophisticated enabling centers are technology innovation service institutions that focus on segmented fields taking full-process technology innovation services as the key and empowering small and medium-sized enterprises to achieve specialized and sophisticated development.

They emphasize the professionalism of services carry out high-level technical services and aim to serve as the "innovation partners" of small and medium-sized enterprises.
