Building a University in Partnership with Industry: The Model Presented by Quanzhou Vocational and Technical University

Deep News06-01

In Jinjiang, Fujian, the birthplace of the "Jinjiang Experience," Quanzhou Vocational and Technical University has, through 40 years of educational practice, consistently adhered to the distinctive feature of "integrating industry with education." It has forged a path where private vocational undergraduate education thrives alongside and in synergy with the private economy and urban development. On the morning of May 28th, coinciding with the university's 40th anniversary, the "2026 National Mainstream Media Focus on Quanzhou's Industry-Education Integration Innovation Research Tour" visited the institution. Nearly 30 journalists from central, provincial, and municipal mainstream media conducted in-depth interviews on the university's approach to industry-education integration, exploring how it continuously innovates collaborative mechanisms and deepens the construction of substantive industry colleges through its educational path of "determining education based on industry, aiding high-end industry, and prospering together with industry."

Determining Education Based on Industry: Rooted in Industrial Heritage, Building a "Five-Industry Linkage" Educational Paradigm

In 1986, in Jinjing, Jinjiang, veteran Wu Jinying founded the predecessor of Quanzhou Vocational and Technical University—the Fujian Motorcycle and Automobile Training School—in a simple classroom. Starting with vocational training, the school pioneered a "supporting the school with enterprises" model. In 2013, the university was among the first in China to propose the concept of an "industry-partnered university," establishing a development path of "determining education based on industry, aiding high-end industry, and prospering together with industry." It clearly advocated that "establishing one vocational undergraduate major involves partnering with at least one leading enterprise to serve a regional industry," fundamentally reshaping the relationship between industry and education.

The university centers its educational paradigm on "Five-Industry Linkage," promoting the interconnected, closed-loop integration of industry, enterprise, occupation, specialty, and employment, ensuring talent cultivation keeps pace with industrial development. In practice, the university adheres to "five alignments": aligning with industry to identify development needs, aligning with enterprises to build partnerships, aligning with job positions to structure specialty clusters, aligning with projects to open employment channels, and aligning with services to enhance regional contribution, ensuring specialized education is truly rooted in the real economy.

To realize the "partnership symbiosis" concept, the university actively explores reforms in vocational undergraduate education and teaching, solidly advancing the "Three-One Project" for industry-education integration. Each professional cluster co-builds one high-level industry college with enterprises, each specialty delves into at least one industry-education integration project, and each core course develops "1+N" school-enterprise cooperation content, truly transforming industry-education integration from a concept into an operational, implementable, and effective mechanism.

Focusing on Jinjiang's seven major industrial chains—textiles, footwear & apparel, digital economy, new energy, integrated circuits, modern commerce, sports industry, and urban services—the university precisely plans and dynamically optimizes. It currently offers 29 vocational undergraduate majors, forming 7 professional clusters, achieving a 100% match between specialties and regional industries, and constructing a comprehensive, supportive industry-partner matrix.

From motorcycle repair to digital intelligent manufacturing, from workshop training to industry colleges, the university has consistently adhered to the principle that education supplies what industry needs and advances its offerings alongside industrial upgrades.

Aiding High-End Industry: A Decade of Partnership with ANTA, Cultivating Skilled Talent Through Practical Experience

Quanzhou Vocational and Technical University upholds the mission of aiding high-end industry, innovating "one industry, one strategy" talent cultivation models tailored to different industrial characteristics. The ANTA E-commerce Service Industry College stands as a benchmark example of a decade-long symbiotic partnership between the university and an enterprise.

Starting in 2016, the university and ANTA began with workplace experiences and short-term practical training, gradually co-establishing an ANTA studio and offering customized order-based classes. In 2020, they formally established the provincial pilot ANTA E-commerce Service Industry College, building a comprehensive "order class + practical project + studio" educational system.

Leveraging this college, the university turns major e-commerce promotional events like "618" and "Double 11" into real classrooms. Students participate in full-process, real-world operations, seamlessly integrating into actual enterprise operational scenarios. Simultaneously, in collaboration with ANTA E-commerce, they designed the "Win-Run Plan" specifically for e-commerce vocational undergraduate students, organically combining academic performance with practical training credits to form a flexible and practical talent selection mechanism, opening a "golden track" directly to the workplace for students.

A decade of dedicated effort has yielded remarkable results. The university has engaged a cumulative total of 11,167 student participations in practical training, with 2,274 receiving enterprise certification. Over 200 graduates have officially joined ANTA, with more than 70 growing into core enterprise talents.

Guided by the ANTA model, the university has established or is constructing several other high-level industry colleges, including the Xingyun New Energy Automotive Industry College, the United Innovation Industry College, the Xindao Digital Intelligence Finance Industry College, the Quanda-Midea Digital Lighthouse College, the Qi An Xin Industry College, the Jinjiang Integrated Circuit Industry College, and the Quanzhou Property Management College. These initiatives continuously advance the talent cultivation project empowered by industry-education integration, targeting multiple areas for precise talent development.

In the digital industry, it adopts a "company + specialized class + project" model to form on-site engineer classes. In the new energy automotive industry, it deepens comprehensive reforms integrating "post, course, competition, certification, and project." Efforts in the integrated circuit, property management, and other industry colleges progress simultaneously, truly achieving one strategy per industry, one brand per college, and precise talent cultivation.

Prospering Together with Industry: Deepening Industry-Education-City Integration, Symbiosis and Shared Prosperity Serving the Broader Context

Quanzhou Vocational and Technical University pursues "prospering together with industry" as a core value, striving to create a trinity ecological integration of industry, education, and city, deeply integrating into regional high-quality development as a partner. In 2023, the university took the lead in establishing the nation's first national-level municipal industry-education consortium located in a county and uniquely co-led by a private enterprise and a private school. It proactively shouldered the responsibility of platform construction, uniting government, industry, enterprises, research institutes, and various institutions to collaboratively build a vertically integrated and horizontally coordinated modern vocational education system at the county level.

Leveraging the consortium's advantages, in 2024, the university pioneered a "3+4" integrated secondary-to-undergraduate cultivation program in the province. Collaborating with four provincial "double-high" secondary vocational schools in Jinjiang, it launched four majors: Internet of Things Engineering Technology, New Energy Automotive Engineering Technology, E-commerce, and Mechanical Design, Manufacturing, and Automation. Implementing a seven-year consistent system with co-developed plans, co-built curricula, shared faculty, and joint quality assessment, it has enrolled 400 outstanding junior high school graduates, reserving a batch of high-quality technical and skilled talents for regional high-end industries.

Simultaneously, the university adheres to a dual-drive model of private enterprises and private schools to upgrade the private economy. It co-builds intelligent manufacturing platforms with Midea to serve industrial digital transformation, establishes joint ventures with Xintai to empower textile industry upgrades, and deepens cooperation with enterprises like Jinjiang Construction Investment, Yonyou, and Lingdi to promote the digital leap of commerce, apparel, and other industries, forming a series of replicable and scalable benchmark projects for industry-education integration.

The university further breaks down campus walls, opening its educational resources to serve lifelong learning for all, conducting over 30,000 person-times of social training annually and nearly 5,000 person-times of vocational skill certification. It co-established the nation's first public welfare Property Management College to aid refined urban governance, created a Rural Revitalization College completing over 70 beautiful countryside renovation projects, and provides inclusive skills training for veterans, rural laborers, and enterprise employees, delivering quality educational resources to the grassroots.

Forty years of weathering challenges, forty years of dedicated education. Quanzhou Vocational and Technical University has been selected as a national "Double-High Plan" construction unit. Its "private enterprise-private school driving private economy upgrade" model has become a national exemplar, truly realizing the innovative development of the "Jinjiang Experience" in the field of vocational education.
