AI-Powered Platform Enhances Labor Services in Haizhou District, Built by China Mobile Jiangsu

China Mobile's Jiangsu subsidiary, through its Lianyungang branch, has partnered with the Haizhou District Human Resources and Social Security Bureau to launch a new integrated intelligent platform. This system, now operational, covers three core labor rights protection services: work injury identification, labor arbitration, and labor supervision. It marks the first "artificial intelligence + human resources" digital service system in the province, utilizing big data and AI to address challenges like heavy caseloads for front-line staff and cumbersome procedures for the public, accelerating the digitalization of labor rights services.

Haizhou District, as the main urban area of Lianyungang, handles over half of the city's work injury identification, labor arbitration, and labor supervision cases, making its labor rights protection workload significant. To tackle these bottlenecks, China Mobile Lianyungang leveraged the AI and big data capabilities of its Wukong Intelligent Computing platform. The new platform spans online and offline channels, covering multiple labor rights dispute scenarios, and achieves breakthroughs in work injury processing, arbitration mediation, and wage arrears supervision.

Work injury identification is now fully processed online, reducing the need for citizens to visit offices. The platform is embedded in the Haizhou Human Resources and Social Security WeChat public account, allowing businesses and workers to submit applications, upload materials, undergo intelligent pre-screening, and track progress via their phones. The system automatically verifies case jurisdiction, assists with material review, and generates investigation outlines and interview records, enabling "contactless processing." Since the platform's launch, efficiency in core tasks like material verification, case review, and record drafting has improved by 40%, reducing processing times, standardizing review standards, and easing pressure on offline service windows.

Labor arbitration now features cloud-based case handling, allowing disputes to be resolved online. Since the intelligent arbitration system was deployed in late February, it has assisted in handling over 800 labor dispute cases. The system can automatically generate adjudication documents based on case information, cutting document drafting time by 70% and shortening the overall case processing cycle by 20%. A "cloud mediation" function enables citizens to submit applications, present evidence, and negotiate remotely via a QR code, with electronic document signing. So far, the platform has successfully mediated 125 labor disputes online, efficiently resolving many conflicts digitally.

A closed-loop system for wage arrears supervision has been launched, featuring intelligent identification of rights protection leads. Previously, labor supervision relied on manual screening of complaints, which was time-consuming. The new intelligent mini-program for wage arrears complaints uses algorithms to automatically filter out invalid and duplicate requests, accurately capturing valid leads. Workers can submit complaints, upload wage vouchers, and track case progress online. Since its launch in April, the mini-program has received 10 public leads, leading to the investigation and punishment of 4 wage arrears cases, reducing the burden on grassroots staff and lowering the time cost for workers.

The deep integration of artificial intelligence has made public services in Haizhou District more precise and efficient, delivering tangible benefits to businesses and workers. For example, with work injury identification, citizens no longer need to visit service halls multiple times, completing the entire process—from application and document submission to progress tracking—via mobile devices, ensuring digital dividends reach the market and the public. Looking ahead, China Mobile Lianyungang will continue to deepen its partnership with the Haizhou District Human Resources and Social Security Bureau, iteratively upgrade the integrated intelligent platform, break down data silos between work injury identification, labor arbitration, and labor supervision, expand smart human resources application scenarios, improve grassroots governance, and aim to build a model for digital labor rights protection in the province, creating replicable experience from Haizhou.
